Governance in der politischen Ökonomie

Abstract

Inwieweit sind wirtschaftliche Aktivitaten und Transaktionen sozial eingebettet? Welche Normen und Institutionen konnen dazu beitragen, spezifische Koordinationsprobleme von Wirtschaftsakteuren zu bearbeiten? Wie leistungsfahig sind unterschiedliche Governance-Typen? Durch welche Konfiguration von Gover-nance-Mechanismen sind Wirtschafts- und Produktionszusammenhange gekennzeichnet? Dies sind die Fragen, denen die Diskussion um economic governance nachgeht. Im Kern geht es um Moglichkeiten und Grenzen „institutioneller Steuerung“ der Wirtschaft (Schneider/Kenis 1996: 11). Wahrend fur die staats-bzw. steuerungstheoretische Debatte der Ort politischer Intervention in aller Regel auf verschiedenen staatlichen Ebenen liegt, ist der Bezugspunkt der auf Steuerung von Wirtschaft ausgerichteten Diskussion das einzelne Unternehmen, seine Transaktionen mit der Umwelt, aber auch seine Binnenstrukturen. Je nach Art der Transaktion kann es sich hierbei um regionale Produktionscluster, branchenspezifische, aber auch branchenubergreifende Zusammenarbeit von Unternehmen oder nationale Konfigurationen einer Marktwirtschaft handeln. Die Ebenen solcher „sozialen Systeme der Produktion“ (Hollingsworth/Boyer 1997), „soziookonomischer Regime“ (Hollingsworth u.a. 1994: 5) oder Formen „industrieller Ordnung“ (Herrigel 1996) sind damit je nach funktionaler Einheit eines Produktionszusammenhanges unterschiedlich.
