As relações entre o Estado Novo e o Vaticano

Ever since its Foundation, the Portuguese State has always been supported by two pillars: the military and the religious ones. “Estado Novo” and Salazar kept this situation in order to maintain a certain social peace, which was never achieved during the First Republic. The relationships between the state and the church were fairly close. However, it will be wrong to assume that these relationships were peaceful and that the life of the dictatorial regime that ruled the country from 1933 to 1974 might have been made easy both by the clergy in Portugal and the Vatican. During these 41 years the crises between the Portuguese and the Vatican States will often occur with the exception of a few years of relative peace between both; in some cases the break of their relationships was even pondered. Such cases as “Concordata” and the “Missionary Agreement”, the legal personality of the Portuguese Church, and Paul VI’s visit to Bombay, among others, contributed a lot to the difficult times between Portugal and the Vatican. In all this process there was always an unavoidable personality, the minister António Oliveira Salazar, who had a personal way to face the recurring crises. His way of thinking and acting will impregnate “Estado Novo” itself but his cunning and negotiation tactics will be very useful to tip the balance favoring Portugal throughout the difficult situations the country faced.

O Estado português desde a sua fundação sempre se apoiou em dois pilares, o militar e o religioso. O Estado Novo e Salazar mantiveram esta prática de forma a manter uma certa paz social, nunca alcançada durante a Primeira República. As relações entre o Estado e a Igreja pautaram-se por alguma proximidade. No entanto será errado pensar que estas relações seriam pacíficas e que a vida do regime ditatorial que governou o país de 1933 a 1974 terá sido facilitada tanto pelo clero em Portugal como pela própria Santa Sé. Durante estes 41 anos as crises entre o Estado Português e o Estado do Vaticano irão suceder-se com alguma frequência, salvo alguns anos de relativa paz entre ambos, sendo que em alguns casos o corte de relações chegou mesmo a ser ponderado. Para os dias difíceis entre Portugal e a Santa Sé contribuíram casos como a Concordata e o Acordo Missionário, a personalidade jurídica da Igreja em Portugal e a visita de Paulo VI a Bombaim, entre outros. Claro que em todo este processo houve sempre uma personalidade incontornável, com uma forma bastante pessoal de encarar as recorrentes crises, que foi o Presidente do Conselho, António de Oliveira Salazar. A sua forma de pensar e agir irá confundir-se com o próprio Estado Novo, mas a sua astúcia e táctica negocial será nos momentos mais complicados o fiel da balança que penderá não poucas vezes no sentido português.
