    In this age of Big Data this paper describes how digital librairies can apply at large scale innovative approaches to better valorize and bring better experiences of old newspapers. On the first hand, the state-of-the-art OLR (optical layout recognition) technique in one of the largest heritage press digitization projects in Europe (Europeana Newspapers, www.europeana-newspapers.eu, 2012-2015) was used in a data mining experiment. Data analysis was applied to quantitative metadata derived from a 850K pages subset of six XIX th-XX th c. French newspaper titles from the BnF collection. The METS/ALTO XML data was analyzed with data mining and data visualization techniques that show promising ways for the production of knowledge about historical newspapers that are of great interest for library professionals (digitization programs management, curation and mediation of newspaper collections) and for end-users, particularly the digital humanities community. On the other hand, the Retronews web portal showcases how advanced semantic annotation techniques can improve the retrieval efficiency on a digital newspapers collection; thus the rediscovery and reappropriation of these documents by various types of users: teachers, students, researchers, general public.

    Tout est dit, et pense-t-on a été dit, sur les « eurocrates », leurs privilèges, leur idéologie (néo-libérale pour les uns, au contraire régulatrice et étatiste pour d’autres, technocratique pour tous) et les diktats multiples qu’ils imposeraient. Rares sont pourtant les analyses qui dépassent ces anathèmes et traite de la diversité sociologique des fonctionnaires européens, de la complexité de leur position et des fondations de leur pouvoir individuel et collectif. À y regarder de plus près, ce groupe vit pourtant une transformation assez majeure. Originellement pensé comme un corps assez unique de permanents de l’Europe proche d’une fonction publique d’État et destiné à neutraliser les nombreux conflits d’intérêts politiques, économiques et sociaux qui vont de pair avec une « Union toujours plus étroite », cette infrastructure humaine de l’intégration européenne a subi de profondes transformations qui l’ont progressivement bien plus rapprochée du modèle des manageurs internationaux indifféremment publics et privés que de son modèle d’origine. Ce mouvement, né dans un contexte chargé de réformes administratives et institutionnelles, d’élargissements, puis de crise économique et monétaire, représente un déplacement important ; il est plus encore à l’origine d’une véritable crise sociologique qui fragilise ce collectif et comprend de nombreuses conséquences sur le processus européen et sa direction. Fruit d’un ensemble d’enquêtes sociologiques de terrain sur les fonctionnaires européens et le mystère de leur formation en tant que groupe, ce livre tranche avec la somme d’anathèmes et leur pendant de justifications que déchaine ordinairement la seule évocation des « eurocrates ». En en éclairant des aspects largement méconnus, il s’interroge sur les transformations de leur pouvoir et, au-delà, du projet européen lui-même. La question du sens et de la direction à venir de l’Europe est indissociable d’une réflexion sur sa fonction publique dans tous les sens du terme.

    International audience; Here we discuss the book entitled Ruins of Buddhistic Temples in Praga Talley: Tyandis Barabudur, Mendut and Pawon (available at archive.org/details/ ruinsofbuddhisti00gronrich), written by Isaac Groneman and published by H.A. Benjamins, Semarang, in 1912. We discuss in particular the Groneman s observations concerning the orientation of the temples, in reference to the path of the sun, and the descriptions of the statues, in particular those concerning the mudras of Buddha. As a reader can easily see, the Groneman s book is an outstanding report about the temples of Mendut, Pawon and Borobudur. It is essential for anyone who is studying the temples, not only for the scholars, but also for those persons which are fascinated by the Javanese antiquity.

    International audience; This article considers need for more visible, available, accessible, innovative and shared bibliographic data in the internet age and the subsequent benefits of these transformations for galleries, libraries, archives and museums. Recent and ongoing research and development activities in the following fields are explored: entity identification, reconciliation, data enrichment, MARC records enriched with URIs, conversion to RDF, creation of relationship criteria for the improved identification of entities and a knowledge base of clusters that uses the paradigms of the semantic web. These improvements are discussed in the context of the BIBFRAME (Bibliographic Framework Initiative) data model and associated projects such as SHARE-VDE. The aim of the article is to outline current and future research and development activities in collaboration with the library community concerning the dissemination and discoverability of bibliographic data and research knowledge.

    International audience; The Arkeotek project aims at building knowledge bases in the domain of the archaeology of techniques. These knowledge bases are made up of documents structured in data and interpretation rules, the latter being understood as inference operations performed to generate conclusions or interpretative hypotheses. Such structured documents are obtained through the logicist analysis, a 30-year old term given to an ensemble of research aiming at clarifying the mechanisms and foundations of the reasoning which organize our scientific constructs (GARDIN 2003). Nowadays, only logicism proposes anefficient methodology for extracting the reasoning contained in our scientific publications and therefore for building corpora of inference rules. In this paper, we focus on the tools and resources designed for querying such corpora: a domain ontology associated with a terminology, a semantic annotation tool as well a query tool. The originality of our approach is to support the corpus and domain knowledge evolution. The ultimate goal is to give the archaeologist the possibility to consult archaeological interpretations on specific subjects, as well as the foundations of these interpretationsincluding data bases.

    International audience; The French West Indies (F.W.I.) were French colonies with a specific legal frame until 1946 when they became French departments. Since that time the legal frame in force concerning archaeological heritage protection is exactly the same than in metropolitan France. In this system all the laws relating to cultural heritage are grouped in the "Code du Patrimoine" (Heritage code), which contains several topics such as archives, museums, archaeology and historic monuments. Some articles refer to the Penal Code, the Code of Urban Development, the Environmental Code or the Mining Code. These laws are supplemented by various decrees that define the applying conditions for different areas: rescue archeology (decree 2004-490), INRAP , advisory bodies, the content of the field reports, penal provisions, etc ... The heritage laws have been created in 1917 (Historic Monuments) and 1941 (archaeology). The law on rescue archeology is in force only since 2001 and is an application of the European Convention of Malta (1992). However, the implementation of the regulation and of the institutions in charge of is application in the French West Indies is fairly recent. In this presentation after a general presentation of the archaeological heritage protection French system we will focus on the different aspects of is application in F.W.I.: difficulties linked to the application of a system suited for metropolitan France, the level of the French West Indian people implication in the archaeological heritage protection and the future perspectives.

    International audience; This paper describes the participation of ECSTRA-INSERM team at CLEF eHealth 2016, task 2.C. The task involves extracting ICD10 codes from death certificates, mainly described with short plain texts. We cast the task as a machine learning problem involving the prediction of the ICD10 codes (categorical variable) from the raw text transformed into a bag-of-words matrix. We rely on probabilistic topic models that we evaluate against classical classifiers such as SVM and Naive Bayes. We demonstrate the effectiveness of topic models for this task in terms of prediction accuracy and result interpretation.

    International audience; In this chapter, we explore the evolving relationship between managers, directors, shareholders and companies over the course of the twentieth century. Focusing on the U.K., we show that, during the first half of the twentieth century, an absence of law allowed managers to acquire considerable de facto authority and power within companies, and that this was legitimated by reference to the specific competences that managers possessed. The role of management was not only to rationalize production and to reduce costs, but also to develop new capabilities and to devise strategies by which enterprises would innovate by exploring the unknown, a role which brought with it new social responsibilities. Company law, which predated the emergence of professional management, allowed space for managers to operate with the autonomy necessary to perform these functions, but did not guarantee it, making it vulnerable to later changes that sought to put shareholders back at the heart of the company. The second half of the twentieth century witnessed a succession of hard and soft law reforms which progressively diminished managerial autonomy and authority, transferring power to shareholders and independent directors. This transfer coincided with a move away from managerial conceptions of control, with their emphasis on balancing the competing interests at stake in the enterprise, towards an unbalanced system that creates powerful incentives for executives and managers to transfer value to shareholders (and themselves). As a whole, the chapter shows that law and soft law have exercised a powerful influence over the way in which companies are managed and governed in the U.K.

    International audience; Domain specific biomedical lexicons are extensively used by researchers for natural language processing tasks. Currently these lexicons are created manually by expert curators and there is a pressing need for automated methods to compile such lexicons. The Lexicon Builder Web service addresses this need and reduces the investment of time and effort involved in lexicon maintenance. The service has three components: Inclusion – selects one or several ontologies (or its branches) and includes preferred names and synonym terms; Exclusion – filters terms based on the term's Medline frequency, syntactic type, UMLS semantic type and match with stopwords; Output – aggregates information, handles compression and output formats. Evaluation demonstrates that the service has high accuracy and runtime performance. It is currently being evaluated for several use cases to establish its utility in biomedical information processing tasks. The Lexicon Builder promotes collaboration, sharing and standardization of lexicons amongst researchers by automating the creation, maintainence and cross referencing of custom lexicons.

    L'analyse du domaine vise à identifier et organiser les caractéristiques communes et variables dans un domaine. Dans la pratique, le coût initial et le niveau d'effort manuel associés à cette analyse constituent un obstacle important pour son adoption par de nombreuses organisations qui ne peuvent en bénéficier. La contribution générale de cette thèse consiste à adopter et exploiter des techniques de traitement automatique du langage naturel et d'exploration de données pour automatiquement extraire et modéliser les connaissances relatives à la variabilité à partir de documents informels. L'enjeu est de réduire le coût opérationnel de l’analyse du domaine. Nous étudions l'applicabilité de notre idée à travers deux études de cas pris dans deux contextes différents: (1) la rétro-ingénierie des Modèles de Features (FMs) à partir des exigences réglementaires de sûreté dans le domaine de l’industrie nucléaire civil et (2) l’extraction de Matrices de Comparaison de Produits (PCMs) à partir de descriptions informelles de produits. Dans la première étude de cas, nous adoptons des techniques basées sur l’analyse sémantique, le regroupement des exigences et les règles d'association. Dans la deuxième étude de cas, notre approche repose sur la technologie d'analyse contrastive pour identifier les termes spécifiques au domaine à partir du texte, l'extraction des informations pour chaque produit, le regroupement des termes et le regroupement des informations. La principale leçon à tirer de ces deux études de cas, est que l’extraction et l’exploitation de la connaissance relative à la variabilité dépendent du contexte, de la nature de la variabilité et de la nature du texte. Domain analysis is the process of analyzing a family of products to identify their common and variable features. This process is generally carried out by experts on the basis of existing informal documentation. When performed manually, this activity is both time-consuming and error-prone. In this thesis, our general contribution is to address mining and modeling variability from informal documentation. We adopt Natural Language Processing (NLP) and data mining techniques to identify features, commonalities, differences and features dependencies among related products. We investigate the applicability of this idea by instantiating it in two different contexts: (1) reverse engineering Feature Models (FMs) from regulatory requirements in nuclear domain and (2) synthesizing Product Comparison Matrices (PCMs) from informal product descriptions. In the first case study, we adopt NLP and data mining techniques based on semantic analysis, requirements clustering and association rules to assist experts when constructing feature models from these regulations. In the second case study, our proposed approach relies on contrastive analysis technology to mine domain specific terms from text, information extraction, terms clustering and information clustering. The main lesson learnt from the two case studies is that the exploitability and the extraction of variability knowledge depend on the context, the nature of variability and the nature of text.

    In this age of Big Data this paper describes how digital librairies can apply at large scale innovative approaches to better valorize and bring better experiences of old newspapers. On the first hand, the state-of-the-art OLR (optical layout recognition) technique in one of the largest heritage press digitization projects in Europe (Europeana Newspapers, www.europeana-newspapers.eu, 2012-2015) was used in a data mining experiment. Data analysis was applied to quantitative metadata derived from a 850K pages subset of six XIX th-XX th c. French newspaper titles from the BnF collection. The METS/ALTO XML data was analyzed with data mining and data visualization techniques that show promising ways for the production of knowledge about historical newspapers that are of great interest for library professionals (digitization programs management, curation and mediation of newspaper collections) and for end-users, particularly the digital humanities community. On the other hand, the Retronews web portal showcases how advanced semantic annotation techniques can improve the retrieval efficiency on a digital newspapers collection; thus the rediscovery and reappropriation of these documents by various types of users: teachers, students, researchers, general public.

    Tout est dit, et pense-t-on a été dit, sur les « eurocrates », leurs privilèges, leur idéologie (néo-libérale pour les uns, au contraire régulatrice et étatiste pour d’autres, technocratique pour tous) et les diktats multiples qu’ils imposeraient. Rares sont pourtant les analyses qui dépassent ces anathèmes et traite de la diversité sociologique des fonctionnaires européens, de la complexité de leur position et des fondations de leur pouvoir individuel et collectif. À y regarder de plus près, ce groupe vit pourtant une transformation assez majeure. Originellement pensé comme un corps assez unique de permanents de l’Europe proche d’une fonction publique d’État et destiné à neutraliser les nombreux conflits d’intérêts politiques, économiques et sociaux qui vont de pair avec une « Union toujours plus étroite », cette infrastructure humaine de l’intégration européenne a subi de profondes transformations qui l’ont progressivement bien plus rapprochée du modèle des manageurs internationaux indifféremment publics et privés que de son modèle d’origine. Ce mouvement, né dans un contexte chargé de réformes administratives et institutionnelles, d’élargissements, puis de crise économique et monétaire, représente un déplacement important ; il est plus encore à l’origine d’une véritable crise sociologique qui fragilise ce collectif et comprend de nombreuses conséquences sur le processus européen et sa direction. Fruit d’un ensemble d’enquêtes sociologiques de terrain sur les fonctionnaires européens et le mystère de leur formation en tant que groupe, ce livre tranche avec la somme d’anathèmes et leur pendant de justifications que déchaine ordinairement la seule évocation des « eurocrates ». En en éclairant des aspects largement méconnus, il s’interroge sur les transformations de leur pouvoir et, au-delà, du projet européen lui-même. La question du sens et de la direction à venir de l’Europe est indissociable d’une réflexion sur sa fonction publique dans tous les sens du terme.

    International audience; Here we discuss the book entitled Ruins of Buddhistic Temples in Praga Talley: Tyandis Barabudur, Mendut and Pawon (available at archive.org/details/ ruinsofbuddhisti00gronrich), written by Isaac Groneman and published by H.A. Benjamins, Semarang, in 1912. We discuss in particular the Groneman s observations concerning the orientation of the temples, in reference to the path of the sun, and the descriptions of the statues, in particular those concerning the mudras of Buddha. As a reader can easily see, the Groneman s book is an outstanding report about the temples of Mendut, Pawon and Borobudur. It is essential for anyone who is studying the temples, not only for the scholars, but also for those persons which are fascinated by the Javanese antiquity.

    International audience; This article considers need for more visible, available, accessible, innovative and shared bibliographic data in the internet age and the subsequent benefits of these transformations for galleries, libraries, archives and museums. Recent and ongoing research and development activities in the following fields are explored: entity identification, reconciliation, data enrichment, MARC records enriched with URIs, conversion to RDF, creation of relationship criteria for the improved identification of entities and a knowledge base of clusters that uses the paradigms of the semantic web. These improvements are discussed in the context of the BIBFRAME (Bibliographic Framework Initiative) data model and associated projects such as SHARE-VDE. The aim of the article is to outline current and future research and development activities in collaboration with the library community concerning the dissemination and discoverability of bibliographic data and research knowledge.

    International audience; The Arkeotek project aims at building knowledge bases in the domain of the archaeology of techniques. These knowledge bases are made up of documents structured in data and interpretation rules, the latter being understood as inference operations performed to generate conclusions or interpretative hypotheses. Such structured documents are obtained through the logicist analysis, a 30-year old term given to an ensemble of research aiming at clarifying the mechanisms and foundations of the reasoning which organize our scientific constructs (GARDIN 2003). Nowadays, only logicism proposes anefficient methodology for extracting the reasoning contained in our scientific publications and therefore for building corpora of inference rules. In this paper, we focus on the tools and resources designed for querying such corpora: a domain ontology associated with a terminology, a semantic annotation tool as well a query tool. The originality of our approach is to support the corpus and domain knowledge evolution. The ultimate goal is to give the archaeologist the possibility to consult archaeological interpretations on specific subjects, as well as the foundations of these interpretationsincluding data bases.

    International audience; The French West Indies (F.W.I.) were French colonies with a specific legal frame until 1946 when they became French departments. Since that time the legal frame in force concerning archaeological heritage protection is exactly the same than in metropolitan France. In this system all the laws relating to cultural heritage are grouped in the "Code du Patrimoine" (Heritage code), which contains several topics such as archives, museums, archaeology and historic monuments. Some articles refer to the Penal Code, the Code of Urban Development, the Environmental Code or the Mining Code. These laws are supplemented by various decrees that define the applying conditions for different areas: rescue archeology (decree 2004-490), INRAP , advisory bodies, the content of the field reports, penal provisions, etc ... The heritage laws have been created in 1917 (Historic Monuments) and 1941 (archaeology). The law on rescue archeology is in force only since 2001 and is an application of the European Convention of Malta (1992). However, the implementation of the regulation and of the institutions in charge of is application in the French West Indies is fairly recent. In this presentation after a general presentation of the archaeological heritage protection French system we will focus on the different aspects of is application in F.W.I.: difficulties linked to the application of a system suited for metropolitan France, the level of the French West Indian people implication in the archaeological heritage protection and the future perspectives.
