The purpose of the research paper is to highlight the formation, development, and results of CELAC’s activities, as well as to define its place in international relations at both the regional and global levels. The scientific novelty is in the comprehensive analysis of the place and role of the regional international organization CELAC, its failures, and successful initiatives. The authors analyze the formation of CELAC as a representative body in relations with key world political actors – China, the EU, an d Russia. Conclusions . CELAC continues to be an important factor in international relations, especially in the context of the desire of Latin American and Caribbean countries to strengthen cooperation and coordination. The establishment of CELAC was one of the vivid manifestations of the ‘ left turn ’ with its state - nationalist bias and emphasized interest in solving pressing social problems in domestic politics by the state from the top - down and ensuring its independence from global actors, primarily the Uni ted States. CELAC is not a replacement for the cooperation and integration groups – Mercosur, CARICOM, ALCA, etc. The desire for CELAC to be an alternative body – especially to the OAS (The Organization of American States) – does not enjoy regional consens us and it would be difficult to achieve with the resources this body currently has at its disposal. Although in general, CELAC ’ s activities were ineffective (most of the region ’ s problems had not been solved, including poverty, corruption, crime, etc.), th ere were examples of successful implementation of its decisions in 2013 - 2018. In recent years, we have observed the intensification of CELAC ’ s international activities, aimed, first of all, at establishing mutually beneficial and partnership relations with the key actors of world politics and economy – the EU, the USA, and China. But Russia ’ s aggression towards Ukraine, its desire for self - isolation, the sanctions of the Western world, and the condemnation of aggression by the UN – all this pushes the Carib bean countries away from Russia, although it does not completely negate their cooperation. Метою статті є висвітлення становлення, розвитку та результатів діяльності CELAC, визначити її місце у міжнародних відносинах як на регіональному, так і світовому рівнях.. Новизна статті полягає у комплексному аналізі місця та ролі регіональної міжнародної організації CELAC , її прорахунках та успішних ініціативах. Автори розглянули становлення CELAC як представницького органу у взає мовідносинах із ключовими світовими політичними акторами – Китаєм, ЄС, Росією. Висновки. CELAC продовжує залишатися важливим чинником у міжнародних відносинах, особливо у контексті прагнення латиноамериканських і карибських країн до зміцнення співробітниц тва та координації. Створення CELAC стало одним із яскравих проявів «лівого повороту» з його державно - націоналістичним ухилом і підкресленою зацікавленістю у вирішенні нагальних соціальних проблем внутрішньої політики державою «зверху вниз» і забезпеченні її незалежності від глобальних акторів, насамперед , Сполучен их Штат ів Америки . CELAC не є заміною групам співпраці та інтеграції – Mercosur, CARICOM, ALCA тощо. Бажання CELAC бути альтернативним органом – особливо ОАД – не має регіонального консенсусу, і й ого було б важко досягти за допомогою ресурсів , які цей орган наразі має у своєму розпорядженні. Хоча в цілому діяльність CELAC була неефективною (більшість проблем регіону не вирішено, зокрема бідність, корупція, злочинність тощо), були приклади успішного виконання її рішень у 2013 - 2018 роках. В останні роки ми спостерігаємо активізацію міжнародної діяльності CELAC , яка направлена, насамперед, на встановлення взаємовигідних і партнерських відносин з ключовими акторами світової політики та економіки – ЄС, С ША, Китай. Але агресія Росії по відношенню до України, її прагнення до самоізоляції, санкції західного світу та засудження агресії з боку ООН – усе це відштовхує від Росії країни ЛАКБ, хоча й не перекреслює повністю їхню співпрацю.

One of priorities of the EU's climate change policy is the energy performance of buildings. This is reflected primarily through the series of Directives the EU has enacted along the years, but is most precisely conveyed in the Energy Performance of Buildings Directive (EPBD). As part of the European Union, Lithuania has enacted its own long-term strategy aimed at transforming the current building stock in one which is more energy efficient. Building energy certification, legalized in accordance with the requirements of the directive is the primary tool used to evaluate the energy-efficiency of a building, which includes determination of the energy consumption of a building and subsequently assigning it with an energy performance class. Energy performance certificates (EPC) are obligatory for new and existing buildings in all European Union (EU) member states and provide not only a description of the energy performance characteristics of individual buildings, but are also useful source of legal information for determination of the achievements of building energy efficiency improvement strategy. Despite the current wide spread presence of EPC analyses in other European countries, similar information on the national EPC register of Lithuania is still hardly present in research studies. To this effect this paper presents a detailed overview of the stock of Lithuanian residential 1-2 apartments buildings using data from the national EPC register. The results obtained present the impact of the implementation of EPBD on Lithuanian residential 1-2 apartments buildings, including changes in thermal insulation of building elements, heating system typology, energy consumption and CO2 emissions. peer-reviewed

Abstract Research into acoustic signal-based failure detection has developed into a subject that has attracted the attention of many researchers in recent years. Acoustic signal data collection can be performed without having to interrupt or stop the operation of the machine to be inspected. Therefore, it is very beneficial for the development of nondestructive testing and predictive maintenance. In this study, a collection of pump sound recordings that are part of the Malfunctioning Industrial Machine Investigation and Inspection dataset, known as the MIMII dataset, is used as test material. Several deep learning algorithms such as long short-term memory (LSTM), gate recurrent unit (GRU), autoencoder, and convolutional neural network (CNN) were involved and compared to determine their ability to detect failures. Based on the training results with 300 epochs and a learning rate of 10−6 it was found that CNN produced the classification with the highest accuracy compared to the other algorithms. In addition, the CNN algorithm is also capable of performing classification amidst the problem of imbalance in the amount of data.

In order to continue to grow and prosper, modern society is increasingly adopting the products of companies, institutions, and organizations providing credit services. However, as a result, dissolution of a marriage tends to pose problems and raises unavoidable questions concerning the determination of the nature of the obligations of the spouses and the division of these obligations, which is why it is quite common in divorce cases for a third party, a creditor whose interests also need to be protected, to be involved. In cases concerning family relations, protection of the public interest predominates because protection of the legal interests of the spouses as well as the creditors must be guaranteed, also the proportionality of the protection of the legal interests between the parties must be achieved, because everyone has the right to defend their violated rights, and the state must ensure the protection of those legal interests. However, this protection is often compromised due to the lack of information available to notaries, which could be alleviated by more extensive use of technology. The article’s aim is to analyze the amendments to the Civil Code of the Republic of Lithuania as of 1 January 2023 concerning extrajudicial divorce at a notary, its advantages and drawbacks, as well as to discuss the existing and the possibility of adaptation of new technological solutions with an aim of improving the protection of creditors in the divorce process. This article analyses the development of standard designs of primary school buildings in Lithuania during the 1920s and 1930s. This process aimed to create simple and comfortable standard school buildings and provide them to the primary schools operating in the country. The article presents the development of standard designs that took place at that time, explaining the circumstances of their emergence, and comparing the main designs of such buildings developed at that time. To reveal this process as best as possible, the influence of the then Ministry of Education of Lithuania, local former Lithuanian county municipalities, and various architectural specialists in the standardisation of buildings for primary schools and the development of standard designs are presented and analysed. This aims to introduce the readers to the still little-known process that took place in the architecture of Lithuania during the 1920s and 1930s. Šiame straipsnyje analizuojamas tipinių projektų kūrimas pradinėms mokykloms Lietuvoje XX amžiaus trečiąjį– ketvirtąjį dešimtmečiais. Šiuo procesu buvo siekiama sukurti paprastus ir patogius tipinius mokyklų pastatus ir jais aprūpinti šalyje veikusias pradines mokyklas. Straipsnyje pristatoma tuo metu vykusi tipinių pastatų projektų raida, aiškinamasi jų atsiradimo aplinkybes ir analizuojami pagrindiniai tuo metu parengti tokių pastatų projektai. Siekiant kuo geriau atskleisti šį procesą, gilinamasi į tuometinės Lietuvos švietimo ministerijos, vietinių buvusių Lietuvos savivaldybių, įvairių architektūros specialistų įtaką vykdant pradinėms pastatų mokykloms standartizavimą ir tipinių projektų rengimą. Taip siekiama supažindinti skaitytojus su dar mažai žinomu XX a. trečiąjį–ketvirtąjį dešimtmečiais Lietuvos architektūroje vykusiu procesu.

Abstract The use of sealing tapes in creating a continuous envelope to ensure the airtightness of the building is an essential factor. The study aims to investigate the performance properties of single-sided self-adhesive tapes for building applications and to obtain the changes in these properties due to the effects of environmental factors. The tapes were glued to the different substrates. Peel adhesion, tack of the tapes, and the air permeability of sealed elements were determined. The adhesive tape were aged in the laboratory using two different methods, standard (EN 12024) and a new one, during which the test samples were exposed to the cyclic impact of the temperature and humidity of multiple levels. Analysis of the results showed that the substrate has influence on the adhesive behaviour of the self-adhesive tapes. After artificial aging, in most cases, the performance properties of the tapes do not change significantly. The novel approach allowed the comparison of the influence of different aging factors on the change in the performance properties of the tape and contributed to the development of a methodology for testing the durability of sealing tapes. The effect of substrate on tape adhesion was also investigated, which is useful from both a practical and a methodological point of view.

Summary. When modernism started to be seen in architectural spheres, it did not emerge just with an architectural language for design but also with new architectural typologies. Due to the main discourse of the Modern Movement with the famous quote of Louis Sullivan, “Form follows function”, new building types which were explicitly designed for their functions have appeared. However, over time, while some of these functional buildings kept their functions, some of them either lost their function entirely already, or the technology which created that function is in a downward trend. Zeppelin/airship hangars are amongst those buildings constructed for a specific function in the early 20th century which have lost that function in the present. Therefore, even though they might not reflect any tangible qualities, the function can operate as an intangible cultural reference. The object of this paper is one of those zeppelin hangars, which is located in Edirne, Turkey. The research attempts to categorise the architectural typologies that appeared by modernism, and apply a case study method to the Edirne Zeppelin Hangar to gain insight towards the problem, which is related to the consequences created by the language of the Modern Movement due to the emphasis of the function, and to discuss the possible adaptive reuse strategies regarding these artefacts which totally lost their functions. It is concluded that it is not possible to transform all the building stock that emerged in the built environment into museums, including the Edirne Zeppelin Hangar; however, inconsequential to the designated purposes, it is crucial to leave intangible references to the previous function in its design process. Kai modernizmas pasimatė architektūroje, jis reiškėsi ne tik architektūrinio dizaino kalba, bet ir naujomis architektūrinėmis tipologijomis. Dėl Modernaus judėjimo diskurse garsios Louiso Sullivano citatos „Forma seka funkciją“ pastebime naujus pastatų tipus, kurie suprojektuoti aiškiai pagal pastato funkcijas. Visgi bėgant laikui, tik dalis šių pastatų išlaikė savo funkcijas, o kai kurie iš jų arba visiškai prarado savo funkciją, arba ji ženkliai sumažėjo. Cepelinų-dirižablių angaras yra vienas iš tokių pastatų, kurie atsirado dėl specifinės XX a. pradžioje atsiradusios funkcijos, kurią pastatas šiuo metu jau praradęs. Net ir neatspindėdama jokių apčiuopiamų vertės savybių, funkcija gali pradėti veikti kaip nemateriali kultūros nuoroda. Šio darbo objektas yra vienas iš cepelinų angarų, kuris yra Edirne, Turkijoje. Tyrime bandoma apžvelgti dėl modernizmo atsiradusias architektūrines tipologijas ir atvejo analizės metodą pritaikyti Edirne Zeppelin angarui. Straipsnyje siekiama įžvelgti problemą, susijusią su Modernaus judėjimo kalbos pasekmėmis, būtent dėl pastato funkcijos akcentavimo. Siekiama aptarti galimas adaptyvaus pakartotinio naudojimo strategijas, susijusias su artefaktais, kurie visiškai praradę savo funkcijas. Daroma išvada, kad neįmanoma visų šių pastatų paversti muziejais, įskaitant Edirne Zeppelin angarą, tačiau, nepaisant pastato naujosios paskirties, labai svarbu išsaugoti nematerialias nuorodas į pastato pradinę funkciją.
