PurposeThis study aims to analyze the socio-ecological policy trade-off caused by technological innovations in the post-COVID-19 era. The study outcomes are utilized to design a comprehensive policy framework for attaining sustainable development goals (SDGs).Design/methodology/approachStudy is done for 100 countries over 1991–2019. Second-generation estimation method is used. Innovation is measured by total factor productivity, environmental quality is measured by carbon dioxide (CO2) emissions and social dimension is captured by unemployment.FindingsInnovation–CO2 emissions association is found to be inverted U-shaped and innovation–unemployment association is found to be U-shaped.Research limitations/implicationsThe study outcomes show the conflicting impact of technological innovation leading to policy trade-off. This dual impact of innovation is considered during policy recommendation.Practical implicationsThe policy framework recommended in the study shows a way to address the objectives of SDG 8, 9 and 13 during post-COVID-19 period.Social implicationsPolicy recommendations in the study show a way to internalize the negative social externality exerted by innovation.Originality/valueThis study contributes to the literature by considering the policy trade-off caused by innovation and recommending an SDG-oriented policy framework for the post-COVID-19 era.

The adaptive reuse of cultural heritage assets is often problematic. What emerges is the urgency of a thoughtful negotiation between built forms and emerging needs and requests. In this view, a fruitful trajectory of development arises in commoning heritage by means of adaptive reuse. Hence, the purpose of this article is to investigate how community-led adaptive heritage re-use practices contribute to social innovation in terms of new successful model of urban governance, by providing a specific focus on innovative aspects that emerge in both heritage and planning sectors. Therefore, it also aims to improve the knowledge in the innovative power of heritage when conceptualized as performative practice. To this end, the paper presents the adaptation process of a former church complex located in Naples, today Scugnizzo Liberato, one of the bottom-up initiatives recognized by the Municipality of Naples as part of the urban commons network of the city. The research results are based on desk research, a literature review, and interviews with experts and activists, conducted as part of the OpenHeritage project (Horizon 2020). Initial evidence shows that profound citizen involvement throughout the whole heritage-making process might generate innovative perspectives in urban governance as well as conservation planning practice.

The long-lived, culturally relevant, and unique buildings of Europe’s urban landscapes embody the values of the circular economy (CE) and sustainability. They are central to urban identities, generation after generation. Furthermore, adaptive reuse of cultural heritage buildings (ARCH) contributes to slowing down the extraction of natural resources, reducing energy for new buildings, and reducing construction and demolition waste and greenhouse gas emissions. ARCH’s inherent characteristics distinctly express the 2019 European Green Deal’s CE objectives and the 2020 building Renovation Wave Strategy. In this context, European city managers, heritage conservationists, and other stakeholders need a systematic method to characterize the investment opportunity for ARCH, considering CE. To fill this methodological gap, this study introduces a new composite indicator called the Circular City Adaptive Reuse of Cultural Heritage Index. 

In the framework of the ongoing four-year EU-funded innovation project called e-SAFE (“Energy and seismic affordable renovation solutions”), several solutions for the energy and seismic deep renovation of reinforced concrete (RC) framed buildings in the European countries are going to be developed and demonstrated. These solutions address both the energy performance of the building envelope and the heating and cooling of the indoor spaces, and aim to be prefabricated, customizable, low-disruptive and sustainable in order to boost the decarbonisation of the largely inefficient European building stock. This paper presents the main features of the e-SAFE solutions and the results of a preliminary analysis to verify their effectiveness and compliance with European legislation and standards. The outcomes will be useful for the design and demonstration stage, by identifying issues that need to be tackled. This file corresponds to the pre-prints of the paper presented to the Conference

Global cultural heritage is a lucrative asset. It is an important industry generating millions of jobs and billions of euros in revenue yearly. However, despite the tremendous economic and socio-cultural benefits, little attention is usually paid to its conservation and to developing innovative big-picture strategies to modernize its professional field. This perspective aims to compile some of the relevant current global needs to explore alternative ways for shaping future steps associated with the 2030 Agenda for Sustainable Development. From this perspective, it is conceptualized how emerging artificial intelligence (AI) and digital socio-technological models of production based on democratic Peer-2-Peer (P2P) interactions can represent an alternative transformative solution by going beyond the current global communication and technical limitations in the heritage conservation community, while also providing novel digital tools to conservation practitioners, which can truly revolutionize the conservation decision-making process and improve global conservation standards. Abstract In the postulated efforts to limit adverse climate change (CC), increasing attention is paid to the development of distributed renewable energy (RE) that meets the needs of local communities on the spot. This article analyses the objectives, planned actions and performance indicators related to CC and RE, defined by national and local stakeholders in: (1) the national Rural Development Programme (RDP) 2014–2020 in Poland and (2) in the bottom-up Local Development Strategies (LDS) financed from RDP and using a Community-Led Local Development approach. The content analysis method was used. We found that the strategy documents considered, created in the years 2014–2015, paid relatively little attention to local actions related to CC and RE. Some educational activities related to adaptation and mitigation of CC were planned in 66% of LDS, while investment support for RE was planned only in 9% of the LDS. Traditional goals such as supporting local businesses and farmers, local cultural heritage and the development of human and social capital were seen as more important. The results of the analysis suggest a relatively low level of interest from rural-policy actors in Poland in implementing the climate-friendly objectives of the Europe 2020 strategy. This article contributes to understanding why Poland failed to meet the European 2020 RE development goals. These issues are discussed in the context of national and continental climate policy and problems of transformation to post-carbon society.

AbstractThe COVID-19 pandemic has led to a current global health crisis with dreadful repercussions all over the world. A global economic recession is anticipated, with strong impacts in all economic and social sectors, including the cultural sector. Although all sub sectors will be impacted (heritage sites, theatres, museums, operas, art galleries), the cultural built heritage is particularly at stake, as it relies on multiple stakeholders through a wide range of heritage-related activities (tourism, recreation, housing, real estate, construction, craftsmanship, etc.). Sites management and heritage conservation have not only been vulnerable to strong economic and social disruptions, like most of other cultural fields, but have been greatly challenged because heritage values and the paradigm of conservation (50 years after adoption of the UNESCO convention) are being themselves revisited in the perspective of the Sustainable Development Goals. The paper aims also to consider cultural heritage as part of the Cultural and Creative Sectors (CCS) and how creativity and innovation contribute to post-COVID recoveries through Schumpeter-related creative destruction process. The current crisis might be perceived in a perspective of long wave theory of innovations and economic growth. The economic history is filled with many examples of such transition period when inventions, innovations, and growth reactivate the economic development in an upward long-term trend. In such framework, crisis can trigger innovation and creativity and can be understood as opportunity to increase the CCS resilience and sustainability, as well as harness the universality and the power of creativity. Finally, the paper aims to describe implications of such situation by providing to the CCS ways to learn and experience cultural entrepreneurship, resilient strategies, new sustainable and circular business models applied to the cultural heritage sector and its conservation.
