The most popular compactness metrics in the redistricting literature belong to a class of scores that we call contour-based, making heavy use of area and perimeter. This entire class of district scores has some common drawbacks, outlined here. We make the case for discrete shape scores and offer two promising ideas: a cut score and a spanning tree score. We use recent United States redistricting history as a source of examples. No shape metric can work alone as a seal of fairness, but we argue that discrete metrics are better aligned both with the grounding of the redistricting problem in geography and with the computational tools that have recently gained significant traction in the courtroom. Marko Robnik-Šikonja received financial support from the Slovenian Research Agency through core research programme P6-0411 and projects J6-2581, J7-3159, and V5-2297. Encar- nación Hidalgo Tenorio was financially supported by the European Social Fund, the Andalusian Gov- ernment, and the University of Granada (Project References: A-HUM-250-UGR18 & P18-FR-5020). Petya Osenova was partially supported by CLaDA-BG, the Bulgarian National Interdisciplinary Re- search e-Infrastructure for Resources and Technologies in favor of the Bulgarian Language and Cultural Heritage, and partially through the EU infrastructures CLARIN and DARIAH, Grant number DO01- 377/18.12.2020. Parliamentary and legislative debate transcripts provide an informative insight into elected politicians’ opinions, positions, and policy preferences. They are interesting for political and social sciences as well as linguistics and natural language processing (NLP) research. While exiting research studied individual parliaments, we apply advanced NLP methods to a joint and comparative analysis of six national parliaments (Bulgarian, Czech, French, Slovene, Spanish, and United Kingdom) between 2017 and 2020. We analyze emotions and sentiment in the transcripts from the ParlaMint dataset collection, and assess if the age, gender, and political orientation of speakers can be detected from their speeches. The results show some commonalities and many surprising differences among the analyzed countries. R.; Salahov, G. V.; Kiktenko, E. O.; Fedorov, A. K.;Quantum computing devices are believed to be powerful in solving hard computational tasks, in particular, combinatorial optimization problems. In the present work, we consider a particular type of the minimum bin packing problem, which can be used for solving the problem of filling spent nuclear fuel in deep-repository canisters that is relevant for atomic energy industry. We first redefine the aforementioned problem it in terms of quadratic unconstrained binary optimization. Such a representation is natively compatible with existing quantum annealing devices as well as quantum-inspired algorithms. We then present the results of the numerical comparison of quantum and quantum-inspired methods. Results of our study indicate on the possibility to solve industry-relevant problems of atomic energy industry using quantum and quantum-inspired optimization. Comment: 7 pages, 1 figure, 2 tables

This low efficiency can be explained by connecting the thermoelastic properties of the electronic working fluid to its transport properties. Such connection also shows that operating close to electronic phase transitions can be an efficient way to boost the thermoelectric energy conversion. In this paper, we analyze thermoelectric efficiency close to the metal-insulator Anderson transition. Our results reveal the direct link between the thermoelectric and thermoelastic properties of Anderson-type systems. Moreover, the role of the conductivity critical exponent in the thermoelectric energy conversion is analysed. Finally, we show that relatively large values of the thermoelectric figure of merit may be obtained in the vicinity of the Anderson transition. Authors: Anastasiia Mikhailovna Bubnova; Alexey Vladimirovich Galchenko;Anastasiia Mikhailovna Bubnova; Alexey Vladimirovich Galchenko;Abstract: Since time immemorial, people have been trying to influence different aspects of their sexuality. They seek ways to increase sexual activity or sexual desire in themselves and their partners. In addition to resorting to all sorts of mystical rituals, people were looking for various effects from the use of natural raw materials. Some plant, animal, or fungal products have been shown to affect libido, sexual arousal, erectile function, orgasm or erogenous zone sensitivity. Such substances have been called "aphrodisiacs" in honor of the ancient Greek goddess of love - Aphrodite. Most often, aphrodisiacs were taken orally, but some were smoked while others applied to the genitals. In modern clinical practice, phosphodiesterase type 5 inhibitors are used. These are substances, which enhance erection and prevent detumescence in the presence of sexual arousal. Another group of drugs is selective serotonin reuptake inhibitors, which reduce sexual arousal and sexual afferent from the genitals, thus preventing the premature onset of orgasm in men and prolonging sexual intercourse. However, drugs from other pharmacological groups have not found widespread clinical application. Another issue now is a trend among people taking drugs of natural origin, therefore, all kinds of traditional aphrodisiacs are actively used to the present day. Very little is known about almost all of them. Clinical trials are in most cases limited to a few, often not randomized, studies. In this regard, it is very difficult to evaluate the adequate therapeutic and toxic doses of remedies. The situation is complicated by the fact that those few clinical studies were based on questionnaires, that is, the indicators taken into statistical calculations were extremely subjective. Moreover, it was uncertain whether all patients could adequately assess their dynamics in terms of parameters such as sexual satisfaction, or clearly distinguish between libido and sexual arousal. Since the majority of the studies were not blinded, a psychogenic influence on the results of the investigations could not be eliminated, which in the sexual area may be huge. It is worth emphasizing the toxicity of many traditional aphrodisiacs. Of course, there is a serious deficit in the spectrum of pharmacotherapy for sexual disorders. Perhaps further large, randomized, placebo-controlled trials would add some of the traditional aphrodisiacs or their modifications to the arsenal of the clinical specialist.

Searching for an in-core fuel loading pattern is among them. The main challenge of this combinatorial optimization problem is the exponential growth of the search space with a number of loading elements. Here we study a reloading problem in a Quadratic Unconstrained Binary Optimization (QUBO) form. Such a form allows us to apply various techniques, including quantum annealing, classical simulated annealing, and quantum-inspired algorithms in order to find fuel reloading patterns for several realistic configurations of nuclear reactors. We present the results of benchmarking the in-core fuel management problem in the QUBO form using the aforementioned computational techniques. This work demonstrates potential applications of quantum computers and quantum-inspired algorithms in the energy industry. Comment: 8+3 pages, 4+2 figures
