    En el presente trabajo se intentará abordar cómo se llegó a configurar la situación actual de la Salud Mental, qué luchas y resistencias existieron y aún persisten para lograr la plena implementación de la Ley Nacional N° 26.657 a través de un análisis histórico-social, con el fin de acceder a un conocimiento situado y contextual de los hechos, y así llegar al análisis de las dificultades de la implementación de políticas vinculadas la Ley Nacional de Salud Mental desde una perspectiva de Derechos. De este modo, se rastreará a través de la metodología de estudio bibliográfico-exploratorio, la historia del tratamiento de la salud mental, de la psicología en Argentina y las luchas vinculadas a la redacción y sanción de la ley. Identificando las resistencias que han operado a lo largo de los distintos períodos hasta llegar a la actualidad. Nos preguntamos entonces, ¿quiénes llevan adelante estas resistencias? ¿De quiénes son? ¿Qué subyace en el impedimento de su plena implementación? Indagaremos así, los avances y retrocesos en la puja por restituir derechos a las personas con padecimiento mental, con el fin de evaluar si las resistencias han sido las mismas a lo largo de la historia o se trata de otras diferentes. In this paper we will try to work how the current situation of Mental Health was configured,what fights and resistance existed and still persist to achieve the full implementation of National Law No. 26,657 through a historical-social analysis,in order to access a situated and contextual knowledge of the facts, and thus arrive at the analysis of the difficulties of the implementation of policies linked to the National Mental Health Law from a Rights perspective. In this way, it will be traced through the methodology of bibliographic-exploratory study, the history of mental health treatment, of psychology in Argentina and the struggles linked to the drafting and sanction of the law. Identifying the resistances that have operated throughout the different periods up to the present. We ask ourselves then, who is carrying out this resistance? Whose are they? What lies behind the impediment to its full implementation? We will thus investigate the progress and setbacks in the bid to restore rights to people with mental illness, in order to assess whether the resistance has been the same throughout history or is it different.     The biblioclastía was defined as the human compulsion for destroying books. From immemorial times the man has wanted to impose his(her,your) ideas across the destruction of those that were opposed to the own(proper) ones and the books have been an object of this " drive biblioclástica " during the whole history of the humanity. The last military dictatorship that suffered our country left important sequels in the society. By means of the censorship and intervention in different areas (education, cinema, theatre, literature, between(among) others) constructed themselves a speech, a language and a few practices that today are recognized like own(proper) of this historical time. Like it(he,she) happened(passed) with the disappearance of the persons and his(her,your) bodies, the repression in the area of the culture was a part(report) of a systematic, well-considered plan, calculated and carried out by dependences of the Argentine State destined to such an end(purpose) and by civil servants (military men and civilians) that were a part(report) of this plan. It is considered of special importance that the librarians, as part(report) of professional those who contribute(pay) day after day to the preservation of the memory(report), we should approach this type of problematic and should think around her(it) same. This work places in the investigations(researches) on the recent past, taking as an axis(axle) the Universal Declaration of the Human rights and his(her,your) position(attitude) opposite to the freedom of expression. It(he,she) tries to reconstruct the mechanisms censorios and how they took form of the experiences of different actors related to the area of the book and of the cultural movement and politician platense, with the aim(lens) to contribute(pay) to the social memory(report) of our city. La biblioclastía fue definida como la compulsión humana por destruir libros. Desde tiempos inmemoriales el hombre ha querido imponer sus ideas a través de la destrucción de aquellas que se contraponían a las propias y los libros han sido objeto de esa "pulsión biblioclástica" durante toda la historia de la humanidad. La última dictadura militar que sufrió nuestro país dejó importantes secuelas en la sociedad. Mediante la censura e intervención en diferentes ámbitos (educación, cine, teatro, literatura, entre otros) se construyeron un discurso, un lenguaje y unas prácticas que hoy se reconocen como propias de ese tiempo histórico. Igual que pasó con la desaparición de las personas y sus cuerpos, la represión en el ámbito de la cultura fue parte de un plan sistemático, pensado, calculado y llevado a cabo por dependencias del Estado argentino destinadas a tal fin y por funcionarios (militares y civiles) que fueron parte de ese plan. Se considera de especial importancia que los bibliotecarios, como parte de aquéllos profesionales que contribuyen día a día a la preservación de la memoria, abordemos este tipo de problemáticas y reflexionemos en torno de la mismas. Este trabajo se enmarca en las investigaciones sobre el pasado reciente, teniendo como eje la Declaración Universal de los Derechos Humanos y su postura frente a la libertad de expresión. Intenta reconstruir los mecanismos censorios y cómo se plasmaron en las vivencias de diferentes actores relacionados con el ámbito del libro y del movimiento cultural y político platense, con el objetivo de contribuir a la memoria social de nuestra ciudad.
