    En el presente trabajo se intentará abordar cómo se llegó a configurar la situación actual de la Salud Mental, qué luchas y resistencias existieron y aún persisten para lograr la plena implementación de la Ley Nacional N° 26.657 a través de un análisis histórico-social, con el fin de acceder a un conocimiento situado y contextual de los hechos, y así llegar al análisis de las dificultades de la implementación de políticas vinculadas la Ley Nacional de Salud Mental desde una perspectiva de Derechos. De este modo, se rastreará a través de la metodología de estudio bibliográfico-exploratorio, la historia del tratamiento de la salud mental, de la psicología en Argentina y las luchas vinculadas a la redacción y sanción de la ley. Identificando las resistencias que han operado a lo largo de los distintos períodos hasta llegar a la actualidad. Nos preguntamos entonces, ¿quiénes llevan adelante estas resistencias? ¿De quiénes son? ¿Qué subyace en el impedimento de su plena implementación? Indagaremos así, los avances y retrocesos en la puja por restituir derechos a las personas con padecimiento mental, con el fin de evaluar si las resistencias han sido las mismas a lo largo de la historia o se trata de otras diferentes. In this paper we will try to work how the current situation of Mental Health was configured,what fights and resistance existed and still persist to achieve the full implementation of National Law No. 26,657 through a historical-social analysis,in order to access a situated and contextual knowledge of the facts, and thus arrive at the analysis of the difficulties of the implementation of policies linked to the National Mental Health Law from a Rights perspective. In this way, it will be traced through the methodology of bibliographic-exploratory study, the history of mental health treatment, of psychology in Argentina and the struggles linked to the drafting and sanction of the law. Identifying the resistances that have operated throughout the different periods up to the present. We ask ourselves then, who is carrying out this resistance? Whose are they? What lies behind the impediment to its full implementation? We will thus investigate the progress and setbacks in the bid to restore rights to people with mental illness, in order to assess whether the resistance has been the same throughout history or is it different.     Los cambios que el pensamiento feminista ha producido en nuestra personalidad como sociedad, en nuestra manera de conducirnos y expresarnos, invitan a trabajar sobre ellos en profundidad. En estas líneas se analizan algunos trabajos de artistas feministas y 'post-feministas', relacionándolos con la tradición de representación del cuerpo humano en la historia del arte. La denominación objeto sexual no es un calificativo que se aplique hoy únicamente al sexo femenino. Imágenes femeninas y masculinas son utilizadas por la sociedad de consumo para vender sus productos como reclamo. Las particulares formas de entender y presentar el cuerpo humano como desperdicio, consumible o despojo, no son tampoco patrimonio de un solo sexo. Desde la perspectiva de la representación del cuerpo humano se deben analizar las nuevas estrategias nacidas a partir del compromiso de respeto hacia los derechos sociales de las mujeres. The changes that feminist thought has occurred in our personality as a society, the way we lead and express, invite to work on them thoroughly. In this paper, discusses some works of feminist and “post-feminist” artists, relates these artists with the tradition of representing the human body in Art History. The term sexual object is not an epithet that applies only to females today. Male and female images are used by the consumer society to sell their products. The particular ways of thinking and presenting the body as waste or spoil, or consumable appears in both genders.     El presente artículo busca describir brevemente los pilares fundamentales sobre los que descansa el discurso identitario paraguayo en su inscripción histórica, para pasar en segundo lugar a discutir la pregnancia de los mismos y la potencialidad que ellos inscriben. Esto implica la apertura de los sentidos analíticos basados en dos elementos centrales y entrelazados: la historia y la lengua guaraní, aunados en la escritura como conciliación inconclusa. Abordaremos así, de la mano de Nora Bouvet, la trama historiográfica-escrituraria de Roa Bastos en su intento de dar cuenta de lo nacional en su tensión histórica, para pasar luego a señalar las maneras de la lengua guaraní desde Bartomeu Melià. A modo de cierre, abordaremos la cuestión de la escritura como modo territorial posible. This article seeks to briefly describe the fundamental pillars on which the Paraguayan identity discourse rests in its historical inscription, subsequently we will discuss their pregnancies and the potentiality that they register. This implies the opening of analytical senses based on two central and intertwined elements: history and the Guarani language, combined in writing as unfinished conciliation. In this way, we will approach, following Nora Bouvet, Roa Bastos's historiographical-scriptural plot and his attempt to account for the national in its historical tension. We will then point out the ways of the Guarani language from the point of view of Bartomeu Melià. Finally we will approach the issue of writing as a possible territorial mode.     Este escrito repasa de manera general los derroteros de la Historia de las Mujeres en las academias argentina y chilena. Desde un presente politizado por las demandas de los movimientos feministas que se expresaron el 8 de marzo de 2019 tanto en Buenos Aires como en Santiago, se realiza un recorrido desde los inicios de la Historia de las Mujeres hasta el presente. Así se presentan sus principales versiones, desde la historia contributiva hasta la incorporación de los estudios de género y se indican los aportes y los límites de cada una de ellas. Finalmente se reflexiona sobre los peligros de banalización que amenazan a la disciplina. This article provides an overview of Women History’s paths in Chilean and Argentine academies. The starting point is the politized present marked by feminist movements’ demands that were expressed in Buenos Aires and Santiago on 8 March 2019. From that point on, the text traces Women’s History from its beginning to the present by focusing on main perspectives - from contributory history to gender studies - and by pointing to their contribution and downsides.     Se reconoce que en la actualidad nuevas condiciones históricas hacen de la Salud Mental un tópico de creciente preocupación tanto a nivel de política pública como de orientaciones teóricas. En el contexto de los cambios actuales, las políticas sociales, y las de salud en particular, se transforman en la redefinición de las funciones del Estado. Entonces, se propone analizar los avatares y contextos sociales, políticos, culturales, económicos, por los que ha atravesado en la historia de Argentina, las formulaciones y aplicaciones de políticas públicas en salud mental, tomando como período desde 1954 la profesionalización de la Psicología hasta la formulación de la Ley de Salud Mental en 2010, para de esta forma historizar las implicancias que se suscitaron en este período. We recognize that currently new historical conditions make Mental Health a topic of growing concern both atthe level of public policy and theoretical orientations. In the context of current changes, social policies, and health policies in particular, are transformed into the redefinition of the functions of the State. Then, it is proposed to analyze the avatars and social, political, cultural, and economic contexts, through which Argentina’s history and formulations and applications of public policies in mental health have gone through, taking as a period since 1954 the professionalization of Psychology until the formulation of the Mental Health Law in 2010, in order to historicize the implications that aróse during this period. El libro cuenta además con el texto de Tiziana Panizza, quien interpreta su obra como perteneciente al cine temprano y lo estudia como cine experimental. Propone que la historia del cine debe ser reescrita de forma constante. Se mencionan las formas en que la cineasta fue marginalizada de la historia del cine en el pasado y se incluyen las miradas que sitúan a las películas de Alice Guy en un contexto de valoración y generan nuevas lecturas y enfoques sobre el cine temprano y sus películas. "Memories 1873-1968" describes the journey of her life through the film industry. The book also contains the text of Tiziana Panizza who considers her work as belonging to early cinema and suggest to study it as experimental cinema.     The biblioclastía was defined as the human compulsion for destroying books. From immemorial times the man has wanted to impose his(her,your) ideas across the destruction of those that were opposed to the own(proper) ones and the books have been an object of this " drive biblioclástica " during the whole history of the humanity. The last military dictatorship that suffered our country left important sequels in the society. By means of the censorship and intervention in different areas (education, cinema, theatre, literature, between(among) others) constructed themselves a speech, a language and a few practices that today are recognized like own(proper) of this historical time. Like it(he,she) happened(passed) with the disappearance of the persons and his(her,your) bodies, the repression in the area of the culture was a part(report) of a systematic, well-considered plan, calculated and carried out by dependences of the Argentine State destined to such an end(purpose) and by civil servants (military men and civilians) that were a part(report) of this plan. It is considered of special importance that the librarians, as part(report) of professional those who contribute(pay) day after day to the preservation of the memory(report), we should approach this type of problematic and should think around her(it) same. This work places in the investigations(researches) on the recent past, taking as an axis(axle) the Universal Declaration of the Human rights and his(her,your) position(attitude) opposite to the freedom of expression. It(he,she) tries to reconstruct the mechanisms censorios and how they took form of the experiences of different actors related to the area of the book and of the cultural movement and politician platense, with the aim(lens) to contribute(pay) to the social memory(report) of our city. La biblioclastía fue definida como la compulsión humana por destruir libros. Desde tiempos inmemoriales el hombre ha querido imponer sus ideas a través de la destrucción de aquellas que se contraponían a las propias y los libros han sido objeto de esa "pulsión biblioclástica" durante toda la historia de la humanidad. La última dictadura militar que sufrió nuestro país dejó importantes secuelas en la sociedad. Mediante la censura e intervención en diferentes ámbitos (educación, cine, teatro, literatura, entre otros) se construyeron un discurso, un lenguaje y unas prácticas que hoy se reconocen como propias de ese tiempo histórico. Igual que pasó con la desaparición de las personas y sus cuerpos, la represión en el ámbito de la cultura fue parte de un plan sistemático, pensado, calculado y llevado a cabo por dependencias del Estado argentino destinadas a tal fin y por funcionarios (militares y civiles) que fueron parte de ese plan. Se considera de especial importancia que los bibliotecarios, como parte de aquéllos profesionales que contribuyen día a día a la preservación de la memoria, abordemos este tipo de problemáticas y reflexionemos en torno de la mismas. Este trabajo se enmarca en las investigaciones sobre el pasado reciente, teniendo como eje la Declaración Universal de los Derechos Humanos y su postura frente a la libertad de expresión. Intenta reconstruir los mecanismos censorios y cómo se plasmaron en las vivencias de diferentes actores relacionados con el ámbito del libro y del movimiento cultural y político platense, con el objetivo de contribuir a la memoria social de nuestra ciudad.     El artículo realiza un breve recorrido en torno a la participación política de las mujeres partiendo de las épocas previas a la Revolución de Mayo hasta llegar a los tiempos actuales. Procura desde el punto de vista histórico visibilizar el rol político de las mujeres a través de la figura de algunas precursoras; analiza los fundamentos y prejuicios que a lo largo de 200 años de historia nacional han justificado su inclusión/exclusión, y da cuenta de los debates, dispositivos y leyes que cristalizaron estas concepciones. Finalmente, a través del examen del principio de igualdad, analiza la centralidad del mismo y reafirma a las acciones positivas -cuya ley instituyente es la más importante en el tema desde la sanción de la Ley de Voto Femenino- como instrumento destinado a consolidar la igualdad de hecho consagrada en la Constitución reformada en 1994 frente a la exigua igualdad formal de 1853. The article presents a brief tour around women’s political participation from the times previous to the Revolución de Mayo to the present days. From the historical point of view, it seeks to visualize women’s political rol throw the figure of some precursors; it analyzes the basis and prejudices that over 200 years of national history have justified their inclusion/exclusion; and accounts the discussions, arrangements and laws that crystallized these concepts. Finally, through the examination of the principle of equality, this work analyzes its importance and reaffirms the positive actions –whose instituting law is the most important in the subject, since the sanction of the law for universal suffrage–, as an instrument destined to the consolidation of the facto equality established in the National Constitution reformed in 1994, facing the meager formal equality of 1985.     Este artículo analiza el papel del escándalo como mecanismo de crítica al poder político en la Argentina del cambio de siglo. De manera similar, a la sátira política en años anteriores, los escándalos sirvieron para denunciar públicamente las falencias del sistema político, poniendo en primer plano la ruptura de las normativas socialmente consensuadas. En el contexto de la segunda presidencia de Julio A. Roca, el debate público alentó éste tipo de crítica y posibilitó el éxito de este tipo de intervenciones que puso de manifiesto las polémicas existentes sobre distintos modos de entender y hacer política. Específicamente, se analiza la denuncia por corrupción realizada en junio de 1901 al ministro de Justicia e Instrucción Pública Osvaldo Magnasco. Este caso permite reflexionar sobre el rol jugado por la definición de las características morales de los políticos y los cuestionamientos públicos al funcionamiento del sistema de división de poderes, dando cuenta de las tensiones existentes en el debate publico sobre el lugar que el Congreso y el Presidente ocuparon en esas impugnaciones, y examinar los modos en que era percibida esta relación.     En el presente trabajo se intentará abordar cómo se llegó a configurar la situación actual de la Salud Mental, qué luchas y resistencias existieron y aún persisten para lograr la plena implementación de la Ley Nacional N° 26.657 a través de un análisis histórico-social, con el fin de acceder a un conocimiento situado y contextual de los hechos, y así llegar al análisis de las dificultades de la implementación de políticas vinculadas la Ley Nacional de Salud Mental desde una perspectiva de Derechos. De este modo, se rastreará a través de la metodología de estudio bibliográfico-exploratorio, la historia del tratamiento de la salud mental, de la psicología en Argentina y las luchas vinculadas a la redacción y sanción de la ley. Identificando las resistencias que han operado a lo largo de los distintos períodos hasta llegar a la actualidad. Nos preguntamos entonces, ¿quiénes llevan adelante estas resistencias? ¿De quiénes son? ¿Qué subyace en el impedimento de su plena implementación? Indagaremos así, los avances y retrocesos en la puja por restituir derechos a las personas con padecimiento mental, con el fin de evaluar si las resistencias han sido las mismas a lo largo de la historia o se trata de otras diferentes. In this paper we will try to work how the current situation of Mental Health was configured,what fights and resistance existed and still persist to achieve the full implementation of National Law No. 26,657 through a historical-social analysis,in order to access a situated and contextual knowledge of the facts, and thus arrive at the analysis of the difficulties of the implementation of policies linked to the National Mental Health Law from a Rights perspective. In this way, it will be traced through the methodology of bibliographic-exploratory study, the history of mental health treatment, of psychology in Argentina and the struggles linked to the drafting and sanction of the law. Identifying the resistances that have operated throughout the different periods up to the present. We ask ourselves then, who is carrying out this resistance? Whose are they? What lies behind the impediment to its full implementation? We will thus investigate the progress and setbacks in the bid to restore rights to people with mental illness, in order to assess whether the resistance has been the same throughout history or is it different.     Los cambios que el pensamiento feminista ha producido en nuestra personalidad como sociedad, en nuestra manera de conducirnos y expresarnos, invitan a trabajar sobre ellos en profundidad. En estas líneas se analizan algunos trabajos de artistas feministas y 'post-feministas', relacionándolos con la tradición de representación del cuerpo humano en la historia del arte. La denominación objeto sexual no es un calificativo que se aplique hoy únicamente al sexo femenino. Imágenes femeninas y masculinas son utilizadas por la sociedad de consumo para vender sus productos como reclamo. Las particulares formas de entender y presentar el cuerpo humano como desperdicio, consumible o despojo, no son tampoco patrimonio de un solo sexo. Desde la perspectiva de la representación del cuerpo humano se deben analizar las nuevas estrategias nacidas a partir del compromiso de respeto hacia los derechos sociales de las mujeres. In this paper, discusses some works of feminist and “post-feminist” artists, relates these artists with the tradition of representing the human body in Art History. The term sexual object is not an epithet that applies only to females today. Male and female images are used by the consumer society to sell their products. The particular ways of thinking and presenting the body as waste or spoil, or consumable appears in both genders.     El presente artículo busca describir brevemente los pilares fundamentales sobre los que descansa el discurso identitario paraguayo en su inscripción histórica, para pasar en segundo lugar a discutir la pregnancia de los mismos y la potencialidad que ellos inscriben. Esto implica la apertura de los sentidos analíticos basados en dos elementos centrales y entrelazados: la historia y la lengua guaraní, aunados en la escritura como conciliación inconclusa. Abordaremos así, de la mano de Nora Bouvet, la trama historiográfica-escrituraria de Roa Bastos en su intento de dar cuenta de lo nacional en su tensión histórica, para pasar luego a señalar las maneras de la lengua guaraní desde Bartomeu Melià. A modo de cierre, abordaremos la cuestión de la escritura como modo territorial posible. This article seeks to briefly describe the fundamental pillars on which the Paraguayan identity discourse rests in its historical inscription, subsequently we will discuss their pregnancies and the potentiality that they register. This implies the opening of analytical senses based on two central and intertwined elements: history and the Guarani language, combined in writing as unfinished conciliation. In this way, we will approach, following Nora Bouvet, Roa Bastos's historiographical-scriptural plot and his attempt to account for the national in its historical tension. We will then point out the ways of the Guarani language from the point of view of Bartomeu Melià. Finally we will approach the issue of writing as a possible territorial mode.     Este escrito repasa de manera general los derroteros de la Historia de las Mujeres en las academias argentina y chilena. Desde un presente politizado por las demandas de los movimientos feministas que se expresaron el 8 de marzo de 2019 tanto en Buenos Aires como en Santiago, se realiza un recorrido desde los inicios de la Historia de las Mujeres hasta el presente. Así se presentan sus principales versiones, desde la historia contributiva hasta la incorporación de los estudios de género y se indican los aportes y los límites de cada una de ellas. Finalmente se reflexiona sobre los peligros de banalización que amenazan a la disciplina. This article provides an overview of Women History’s paths in Chilean and Argentine academies. The starting point is the politized present marked by feminist movements’ demands that were expressed in Buenos Aires and Santiago on 8 March 2019. From that point on, the text traces Women’s History from its beginning to the present by focusing on main perspectives - from contributory history to gender studies - and by pointing to their contribution and downsides.     Se reconoce que en la actualidad nuevas condiciones históricas hacen de la Salud Mental un tópico de creciente preocupación tanto a nivel de política pública como de orientaciones teóricas. En el contexto de los cambios actuales, las políticas sociales, y las de salud en particular, se transforman en la redefinición de las funciones del Estado. Entonces, se propone analizar los avatares y contextos sociales, políticos, culturales, económicos, por los que ha atravesado en la historia de Argentina, las formulaciones y aplicaciones de políticas públicas en salud mental, tomando como período desde 1954 la profesionalización de la Psicología hasta la formulación de la Ley de Salud Mental en 2010, para de esta forma historizar las implicancias que se suscitaron en este período. We recognize that currently new historical conditions make Mental Health a topic of growing concern both atthe level of public policy and theoretical orientations. In the context of current changes, social policies, and health policies in particular, are transformed into the redefinition of the functions of the State. Then, it is proposed to analyze the avatars and social, political, cultural, and economic contexts, through which Argentina’s history and formulations and applications of public policies in mental health have gone through, taking as a period since 1954 the professionalization of Psychology until the formulation of the Mental Health Law in 2010, in order to historicize the implications that aróse during this period.     "Memorias 1873-1968" de Alice Guy describe el recorrido de su vida por la industria del cine. El libro cuenta además con el texto de Tiziana Panizza, quien interpreta su obra como perteneciente al cine temprano y lo estudia como cine experimental. Propone que la historia del cine debe ser reescrita de forma constante. Se mencionan las formas en que la cineasta fue marginalizada de la historia del cine en el pasado y se incluyen las miradas que sitúan a las películas de Alice Guy en un contexto de valoración y generan nuevas lecturas y enfoques sobre el cine temprano y sus películas. "Memories 1873-1968" describes the journey of her life through the film industry. The book also contains the text of Tiziana Panizza who considers her work as belonging to early cinema and suggest to study it as experimental cinema. She proposes that Film history should be re-written constantly. The text mentions the ways in which the filmmaker was marginalized from the history of cinema in the past and includes the perspectives that place Alice Guy’s films in a valuation context and generate new readings and approaches about early cinema and her films.
