description Publicationkeyboard_double_arrow_right Research , Other literature type , Article 2024Publisher:Elsevier BV Authors: Zeitlin, Jonathan; Bokhorst, David; Eihmanis, Edgars;Zeitlin, Jonathan; Bokhorst, David; Eihmanis, Edgars;Beyond its remarkable financial size, the Recovery and Resilience Facility (RRF) introduces an innovative ‘demand-driven and performance-based’ governance design centred on National Recovery and Resilience Plans (NRRPs) agreed between Member States, the Commission, and the Council. This chapter analyzes the practical functioning of this new governance design, drawing on an in-depth study of the drafting, implementation, and monitoring of NRRPs in eleven Member States. It assesses how far governments took ownership of the plans, their inclusiveness, and the Commission’s role in their negotiation. It then examines how the NRRPs have affected domestic policy making, what obstacles have arisen in their implementation, and how monitoring and assessment by the Commission works in practice, with particular attention to its interpretive flexibility, administrative load, and responsiveness to unanticipated changes in circumstances. The chapter concludes by assessing the strengths and weaknesses of the RRF governance model, together with the implications for future EU policy.

This article sets out fragmentary evidence for how to read across a fuller array of sources that move us beyond technocratic understandings of boundary commissions to highlight the range of emotional interactions which occurred between boundary commissioners and local populations. It draws on evidence from the Estonian-Latvian Boundary Commission, established in the summer of 1919 to demarcate the international border between the newly independent states of Estonia and Latvia. Petitions sent to the Boundary Commission by the border region inhabitants expressed fear, trepidation or anger about the border proposal and professed feelings of patriotic loyalty to the Estonian or Latvian state. The press derided the Boundary Commission, using humour to convey frustration and shock at the absurdity of the border proposal and tarnish the reputation of the commissioners by portraying them as hot-headed. The accumulating emotional toll of these public sentiments left the boundary commissioners feeling weary and disheartened. By attuning to moods and sentiments surrounding the work of the Estonian-Latvian Boundary Commission, this exploratory article calls for historians to consider emotions methodologically as part of a broader toolkit of approaches for studying histories of boundary-making and to reflect on the insights such perspectives can bring to the field.

Earlier studies focused on semantics and the development from the Greek παράδειγμα to the Roman exemplum. More recently, the field of Classics has tended to examine exemplarity as a phenomenon with a distinctively Roman edge. At the same time, scholars in adjacent disciplines like ancient Judaism and early Christianity have engaged Classics scholarship on this topic in their own work. This paper extends this arena by clarifying aspects of exemplarity within two paradigmatic texts of Hellenistic- and Roman-era Judaism. We examine 1 Maccabees 2:49–68 and Josephus’ Jewish War 6.99–110, both speeches set within “contemporary” histories written by Jewish authors. By examining these ancient Jewish passages, written within the Greco-Roman world, we help add clarity and meaning to what could be “Jewish” about exemplarity in ancient Mediterranean contexts.

It also ruptured the sense of linear progressive time which governs the hegemonic conception of history and memory in Nigeria—for instance, time as post-civil war, post-dictatorship, etc. The boundary of this idea of a nation on a progressive march, made up of people healed of all traumas, and cured of their historical scars is fiercely and violently policed. A case in point is the fervour with which Biafra as a form of collective memory is being resisted and silenced. However, the murderous incident at the tollgate brought to the fore the fact that each violent moment in Nigeria’s turbulent history has created a fractured sense of history for many victims, and consequently hampered the possibility of forging a settled sense of belonging and national unity. One site where this sense of history as violently fractured has been adequately imagined is the creative arts, especially poetry. Poems have archived, mediated, and remediated memories of violence that are mostly excised from official history. Thus, in this article I read selected poems from Soro Soke, a poetry collection curated by Brittle Paper in collaboration with James Yeku and Jumoke Verissimo. My aim is to examine how the poetic responses to the Lekki massacre generate alternative, unvarnished historiographies that call attention to the haunting and brooding presence of Nigeria’s brutal past in the present. I am also interested in the ways in which the selected works act as archives of violent memories and how they seek to recover the humanity of those killed by naming them and grieving their loss.

This article analyses options for the automatisation of the European Small Claims Procedure. The authors propose the digitisation of the procedure to a greater extent by additional features, such as AI-powered translation and text-to-speech tools, as well as creation of a trustworthy system for submission and storing of procedural documents based on the Estonian e-File example within the framework of the ongoing EU-funded SCAN II-project.

It also ruptured the sense of linear progressive time which governs the hegemonic conception of history and memory in Nigeria—for instance, time as post-civil war, post-dictatorship, etc. The boundary of this idea of a nation on a progressive march, made up of people healed of all traumas, and cured of their historical scars is fiercely and violently policed. A case in point is the fervour with which Biafra as a form of collective memory is being resisted and silenced. However, the murderous incident at the tollgate brought to the fore the fact that each violent moment in Nigeria’s turbulent history has created a fractured sense of history for many victims, and consequently hampered the possibility of forging a settled sense of belonging and national unity. One site where this sense of history as violently fractured has been adequately imagined is the creative arts, especially poetry. Poems have archived, mediated, and remediated memories of violence that are mostly excised from official history. Thus, in this article I read selected poems from Soro Soke, a poetry collection curated by Brittle Paper in collaboration with James Yeku and Jumoke Verissimo. My aim is to examine how the poetic responses to the Lekki massacre generate alternative, unvarnished historiographies that call attention to the haunting and brooding presence of Nigeria’s brutal past in the present. I am also interested in the ways in which the selected works act as archives of violent memories and how they seek to recover the humanity of those killed by naming them and grieving their loss.

This article analyses options for the automatisation of the European Small Claims Procedure. The authors propose the digitisation of the procedure to a greater extent by additional features, such as AI-powered translation and text-to-speech tools, as well as creation of a trustworthy system for submission and storing of procedural documents based on the Estonian e-File example within the framework of the ongoing EU-funded SCAN II-project.
