    Bien que l'histoire de l'informatique soit récente, cette discipline pose des problèmes de conservation inédits. Ceux-ci sont amplifiés par des questions d'ordre juridique, le droit du numérique constituant en lui-même un objet d'étude dont l'histoire a également sa place dans un musée de l'informatique. L'objectif de cet article est de proposer un tour d'horizon de l'évolution du droit du numérique, tant du point de vue historique que de son impact sur la conservation et la présentation des pièces. Although the history of informatics is recent, this field poses unusual problems with respect to preservation. These problems are amplified by legal issues, digital law being in itself a subject matter whose history is also worth presenting in a computer science museum. The purpose of this paper is to present a quick overview of the evolution of law regarding digital matters, from an historical perspective as well as with respect to the preservation and presentation of the works.

    This paper is the eleventh chapter of a book forthcoming in January 2007 under the title Histoire du marché financier français au 19 ème siècle (a history of the French capital market in the 19th century). He discusses the macroeconomics of the great depression of the late 19th century from the point of view of the capital markets. He discusses the thesis of a crowding out of private investment by the government and suggests the organization of financial markets had more responsibility in the misallocation of funds to the most productive uses. Ce papier constitue le onzième chapitre de l'Histoire du marché financier français au 19 ème siècle (à paraître en janvier 2007, publications de la Sorbonne). Dans ce chapitre, nous présentons une analyse macroéconomique de la longue stagnation de la fin du 19 ème siècle à partir du marché financier. Nous discutons la thèse de l'éviction de l'investissement privé par les émissions publiques et suggérons que l'organisation imparfaite des marchés financiers a une plus grande responsabilité dans la mauvaise allocation de l'épargne.

    This paper was presented at the International Seminar “Revival of Buddhism in Mongolia after 1990 (Warsaw, 24-28th November 1999).It gives an overview of the revival of Buddhist monasteries in the Inner Mongolia Autonomous Province of China, and of the preservation state of the Buddhist architectural heritage, from fieldwork conducted between 1993 and 1998. It also sketches the evolution in the restoration and rebuilding of monasteries during this period.

    This paper attempts to provide an overview of the main challenges facing industrialized in a context of secular stagnation. There is no consensus on the meaning of this concept and various alternative views coexist. We present the key issues in the debates today, accounting for phenomena like the slowdown in factor productivity, liquidity and safety traps, the decline of natural interest rates, the historical downward trend of potential growths and low inflation rates. We provide a bird’s eye survey of the available literature on the causes of secular stagnation from a historical perspective, the symptoms, the main causes as well as some policies proposed to overcome it. We give some illustrations for the United Kingdom, the United States, the euro area and Japan.

    NBER Working Paper No. 26166; We examine equity market integration for 17 countries from 1913-2018. We use network analysis to measure the evolution of global stock market integration as well as stock market integration between and across countries. The empirical results suggest that long-run stock market integration looks like an unstable hook. Equity market integration first peaked in 1913 during the first era of globalization (1870-1913) when unfettered markets ruled the day. Integration declined over the next 60 years as countries experienced the Great Depression and shunned international capital markets. The end of the Bretton Woods system in the early 1970s ushered in the second period of globalization. Our empirical analysis suggests that stock market integration in the recent period of globalization has surpassed the first era of globalization in the last 10 years and currently has the highest level of equity market integration and network instability in world history.

    This dissertation concerns a language documentation project covering the Mixtepec-Mixtec variety of Mixtec (ISO 639-3: mix). Mixtepec-Mixtec is an Oto-Manguean spoken by roughly 9000- 10000 people in San Juan Mixtepec Municipality in the Juxtlahuaca district of Oaxaca, Mexico and by several thousand speakers living in Baja California, Tlaxiaco, Santiago Juxtlahuaca. There are also significant populations in the United States, most notably in California, around Santa Maria and Oxnard, as well as in Oregon, Florida, and Arkansas.The core facets of the work are: the creation a body of linguistic resources for the MIX language and community; the evaluation the current tools, standards and practices used in language documentation; an account of how the TEI and related XML technologies can be used as the primary encoding, metadata, and annotation format for multi-dimensional linguistic projects, including under-resourced languages. The concrete resources produced are: a multilingual TEI dictionary; a collection of audio recordings published and archived on Harvard Dataverse; a corpus of texts derived from a combination of spoken language transcriptions and texts encoded and annotated in TEI, as well as linguistic and lexicographic descriptions and analyses of the Mixtepec-Mixtec language.Due to the array of different data and resources produced, this project has components that equally fall within the fields of: digital humanities, language documentation, language description and corpus linguistics. Because of this overlapping relevance, over the processes of attempting to carry out this work in line with best practices in each sub-field, this work addresses the need to further bring together the intersecting interests, technologies, practices and standards relevant to, and used in each of these related fields.; Cette thèse porte sur un projet de documentation linguistique concernant la langue mixtèque de mixtepec (ISO 639-3: mix). Le mixtèque de mixtepec est une langue otomangue essentiellement parlée par une population de 9000-1000 locuteurs dans les municipalités de San Juan Mixtepec dans la région Juxtlahuaca dans l’état d’Oaxaca, Mexique. Elle est aussi parlée par quelques milliers de locuteurs qui résident dans l’état de Baja Californie, Tlaxicao, et Santiago Juxtlahuaca en Mexique. Aux Etats-Unis, elle concerne également différentes populations significatives, en particulier dans les environs de Santa Maria et Oxnard en Californie ainsi que dans les états d’Oregon, Floride, et Arkansas.Les principaux objectifs de ce projet sont a) de créer une collection de ressources langagiers pour la langue sous licence ouverte, et la communauté des locateurs b) évaluer les logiciels, les standards et les procédures utilisés dans le champ de documentation linguistiques par rapport à celles du champ des humanités numériques et c) démontrer comment les directives de la TEI (Text Encoding Initiative) et les technologies liées à XML peuvent être utilisées pour l’encodage, les métadonnées, et pour l’annotation et le traitement d’une collection de ressources lexicales, dans le cas d’une langue pour laquelle peu de sources primaires sont disponibles. Concrètement, les ressources créées sont les suivantes : un dictionnaire multimédia et multilingue (mixtèque, espagnole, anglais); une collection d’enregistrements audio publiés et archivés publiquement et ouvertement chez Harvard Dataverse ; un corpus de textes dérivés d’une combinaison de transcriptions de la langue parlée ainsi que des textes annotés conformément aux directives de la TEI; une description sommaire des caractéristiques linguistiques et lexicales.En raison de l’étendue des données et des ressources produites au cours de ce travaux, cette entreprise est composée d’éléments qui tombent également dans le champ des humanités numériques, de la documentation linguistique, de la linguistique descriptive, et de la linguistique de corpus. De par ces chevauchements disciplinaires et dans le respect des meilleurs pratiques disciplinaires, les travaux décrit dans cette thèse cherchent à combler les fossés entre les questions méthodologiques et techniques de ces différents champs.

First we situate the patrimoine naturel concept with its connotations of cultural heritage or transmission, in relation to ‘sustainability'. Then we give a recapitulation of results of a recent survey carried out by the French IFEN (Institut Français pour l'Environnement) exploring perceptions of what are the key categories of ‘natural capital' — and their criticalness — for the French society and economy. A review is made of the availability of fundamental categories of ‘natural resources' in the French economy, notably energy sources, forest assets, agricultural soils and water resources, and air quality. Finally we focus on natural capital as a life support infrastructure vulnerable to breakdown or contamination. Topical examples show environmental degradation due to pollution, accidents and the production of wastes, as being both serious and widespread. Ecosystem contamination is closely associated with defilement of food — dioxin in chickens, mistrust of GMOs in agriculture and food, and the vache folle — mad cow disease.

    International audience; In this paper, we empirically test the proposition that major innovation (MI) capabilities are systemic, dynamic capabilities. We rely on design theories and characterize the systemic, dynamic capabilities as design capabilities that renew a core of stabilized design rules. For the specific case of projects leading to new business development, we conducted a case-control study of 46 historical projects; 26 of these led to new business development, and 20 do not lead to new business development. Utilizing this sample, we show that our measurement model, based on rule-reuse vs. rule-renewal design capabilities, has a good fit. We find that rule-renewal design capabilities are positively related to new business development, whereas rule-reuse design capabilities (maintaining an invariant set of design rules) are independent of new business development. We discuss different combinations of rule-reuse and rule-renewal design capabilities. This paper contributes to the literature on MI capabilities. It also theoretically and methodologically contributes to the analysis of the dynamic capabilities of design activities

    The recent success of new AI techniques in natural language processing rely heavily on the so-called distributional hypothesis. We first show that the latter can be understood as a simplified version of the classic structuralist hypothesis, at the core of a program aiming at reconstructing grammatical structures from first principles and analysis of corpora. Then, we propose to reinterpret the structuralist program with insights from proof theory, especially associating paradigmatic relations and units with formal types defined through an appropriate notion of interaction. In this way, we intend to build original conceptual bridges between linear logic and classic structuralism, which can contribute to understanding the recent advances in NLP. In particular, our approach provides the means to articulate two aspects that tend to be treated separately in the literature: classification and dependency. More generally, we suggest a way to overcome the alternative between count based or predictive (statistical) methods and logical (symbolic) approaches.
