El establecimiento de estas jurisdicciones disgustó a otras instituciones que vieron disminuidas sus competencias jurisdiccionales. Y de esta situación surgieron distintos conflictos en los que las hermandades tuvieron que luchar por la conservación de la jurisdicción marítima. ABSTRACT: Since the end of the Late Middle Ages and throughout the Modern Era, some of the fishermen's associations established in the corregimiento of the Four Villas of the Coast managed to get the Monarchy to recognize the privilege of enjoying a maritime jurisdiction in each brotherhood. The establishment of these jurisdictions disgusted other institutions that saw their jurisdiction diminished. From this situation arose different conflicts in which the brotherhoods had to fight for the preservation of the maritime jurisdiction. These methods are based on phonetic and lexical features obtained from a speech recognition system, and bottleneck features using the i-vector framework. We studied both generative and discriminative classifiers, and we combined these features using a multi-class Support Vector Machine (SVM). We validated our results on an Arabic/English language identification task, with an accuracy of 100%. We also evaluated these features in a binary classifier to discriminate between Modern Standard Arabic (MSA) and Dialectal Arabic, with an accuracy of 100%. We further reported results using the proposed methods to discriminate between the five most widely used dialects of Arabic: namely Egyptian, Gulf, Levantine, North African, and MSA, with an accuracy of 59.2%. We discuss dialect identification errors in the context of dialect code-switching between Dialectal Arabic and MSA, and compare the error pattern between manually labeled data, and the output from our classifier. All the data used on our experiments have been released to the public as a language identification corpus.

The COVID-19 pandemic has prompted several institutions to offer free, dedicated websites and tools to foster research and access to urgently needed innovation by facilitating the search and analysis of information within the large amount of scientific and patent literature which was published in a very short period of time. This situation is clearly exceptional and challenging for patent information professionals searching for relevant data and disclosures in a reliable manner. This article provides an overview of search criteria and strategies, main databases and websites, origin and number of publications, biological sequence information, and experimental data sets covering COVID-19 findings within scientific and patent literature disclosed between January and August 2020. The analysis of non-patent literature is focused on the identification, date assignment, disambiguation, and access to experimental data. The analysis of patent literature is focused on the trends found within the earliest filed and published patent documents as observed in the patent databases, and for the main jurisdictions, worldwide. Some practical advice and strategies for future technical, medical, or patentability assessment of COVID-19-related innovations are suggested by this quantitative and qualitative analysis across information resources.

We explore methods of decode-time integration ofattention-based neural translation models with phrase-based statistical machinetranslation. Efficient batch-algorithms for GPU-querying are proposed and implemented. For English-Russian, our system stays behind the state-of-the-art pure neural models in terms of BLEU. Among restricted systems, manual evaluation places it in the first cluster tied with the pure neural model. For the Russian-English task, our submission achieves the top BLEU result, outperforming the best pure neural system by 1.1 BLEU points and our ownphrase-based baseline by 1.6 BLEU. After manual evaluation, this system is thebest restricted system in its own cluster. In follow-up experiments we improve results by additional 0.8 BLEU.

The humanities are often characterized by sociologists as having a low mutual dependence among scholars and high task uncertainty. According to Fuchs' theory of scientific change, this leads over time to intellectual and social fragmentation, as new scholarship accumulates in the absence of shared unifying theories. We consider here a set of specialisms in the discipline of history and measure the connectivity properties of their bibliographic coupling networks over time, in order to assess whether fragmentation is indeed occurring. We construct networks using both reference overlap and textual similarity. It is shown that the connectivity of reference overlap networks is gradually and steadily declining over time, whilst that of textual similarity networks is stable. Author bibliographic coupling networks also show signs of a decline in connectivity, in the absence of an increasing propensity for collaborations. We speculate that, despite the gradual weakening of ties among historians as mapped by references, new scholarship might be continually integrated through shared vocabularies and narratives. This would support our belief that citations are but one kind of bibliometric data to consider --- perhaps even of secondary importance --- when studying the humanities, while text should play a more prominent role.

Some harm reduction strategies encourage individuals to switch from a harmful addictive good to a less harmful addictive good. This approach is controversial, with advocates claiming it helps switching to a less harmful substance, and opponents claiming it may lead to new substance abuse. This paper builds on theories of addiction to model the introduction of a harm reduction method, and it demonstrates when each side is correct, depending on the enjoyableness of the harm reduction method, the addictiveness of the harm reduction method, and the substitutability with the original addictive good.

The growth of cities, the impacts of climate change and the massive cost of providing new infrastructure provide the impetus for TRUSS (Training in Reducing Uncertainty in Structural Safety), a €3.7 million Marie Skłodowska-Curie Action Innovative Training Network project funded by EU's Horizon 2020 programme, which aims to maximize the potential of infrastructure that already exists (http://trussitn.eu). For that purpose, TRUSS brings together an international, inter-sectoral and multidisciplinary collaboration between five academic and eleven industry institutions from five European countries. The project covers rail and road infrastructure, buildings and energy and marine infrastructure. L’entretien a pour but de présenter son travail à un public plus large d’historiens et de spécialistes des sciences sociales européens, mais aussi de réfléchir sur le rapport entre travail universitaire et activisme politique et idéologique, et de discuter les problèmes du subjectivisme et de l’usage de témoignages individuels dans la construction de l’histoire contemporaine. AbstractSince the borders of disciplines change over time and vary across communities and geographies, they can be expressed at different levels of granularity, making it challenging to find a broad consensus about the measurement of interdisciplinarity. This study contributes to this debate by proposing a journal specialization index based on the level of repetitiveness of keywords appearing in their articles. Keywords represent one of the most essential items for filtering the vast amount of research available. If chosen correctly, they can help to identify the central concept of the paper and, consequently, to couple it with manuscripts related to the same field or subfield of research. Based on these universally recognized features of article keywords, the study proposes measuring the specialization of a journal by counting the number of times that a keyword is Queryrepeated in a journal on average (Sj). The basic assumption underlying the proposal of a journal specialization index is that the keywords may approximate the article’s topic and that the higher the number of papers in a journal based on a topic, the higher the level of specialization of that journal. The proposed specialization metric is not invulnerable to a set of limitations, among which the most relevant seems to be the lack of a standard practice regarding the number and consistency of keywords appearing in each article.

El establecimiento de estas jurisdicciones disgustó a otras instituciones que vieron disminuidas sus competencias jurisdiccionales. Y de esta situación surgieron distintos conflictos en los que las hermandades tuvieron que luchar por la conservación de la jurisdicción marítima. ABSTRACT: Since the end of the Late Middle Ages and throughout the Modern Era, some of the fishermen's associations established in the corregimiento of the Four Villas of the Coast managed to get the Monarchy to recognize the privilege of enjoying a maritime jurisdiction in each brotherhood. The establishment of these jurisdictions disgusted other institutions that saw their jurisdiction diminished. From this situation arose different conflicts in which the brotherhoods had to fight for the preservation of the maritime jurisdiction. These methods are based on phonetic and lexical features obtained from a speech recognition system, and bottleneck features using the i-vector framework. We studied both generative and discriminative classifiers, and we combined these features using a multi-class Support Vector Machine (SVM). We validated our results on an Arabic/English language identification task, with an accuracy of 100%. We also evaluated these features in a binary classifier to discriminate between Modern Standard Arabic (MSA) and Dialectal Arabic, with an accuracy of 100%. We further reported results using the proposed methods to discriminate between the five most widely used dialects of Arabic: namely Egyptian, Gulf, Levantine, North African, and MSA, with an accuracy of 59.2%. We discuss dialect identification errors in the context of dialect code-switching between Dialectal Arabic and MSA, and compare the error pattern between manually labeled data, and the output from our classifier. All the data used on our experiments have been released to the public as a language identification corpus.

The COVID-19 pandemic has prompted several institutions to offer free, dedicated websites and tools to foster research and access to urgently needed innovation by facilitating the search and analysis of information within the large amount of scientific and patent literature which was published in a very short period of time. This situation is clearly exceptional and challenging for patent information professionals searching for relevant data and disclosures in a reliable manner. This article provides an overview of search criteria and strategies, main databases and websites, origin and number of publications, biological sequence information, and experimental data sets covering COVID-19 findings within scientific and patent literature disclosed between January and August 2020. The analysis of non-patent literature is focused on the identification, date assignment, disambiguation, and access to experimental data. The analysis of patent literature is focused on the trends found within the earliest filed and published patent documents as observed in the patent databases, and for the main jurisdictions, worldwide. Some practical advice and strategies for future technical, medical, or patentability assessment of COVID-19-related innovations are suggested by this quantitative and qualitative analysis across information resources.

We explore methods of decode-time integration ofattention-based neural translation models with phrase-based statistical machinetranslation. Efficient batch-algorithms for GPU-querying are proposed and implemented. For English-Russian, our system stays behind the state-of-the-art pure neural models in terms of BLEU. Among restricted systems, manual evaluation places it in the first cluster tied with the pure neural model. For the Russian-English task, our submission achieves the top BLEU result, outperforming the best pure neural system by 1.1 BLEU points and our ownphrase-based baseline by 1.6 BLEU. After manual evaluation, this system is thebest restricted system in its own cluster. In follow-up experiments we improve results by additional 0.8 BLEU.

The humanities are often characterized by sociologists as having a low mutual dependence among scholars and high task uncertainty. According to Fuchs' theory of scientific change, this leads over time to intellectual and social fragmentation, as new scholarship accumulates in the absence of shared unifying theories. We consider here a set of specialisms in the discipline of history and measure the connectivity properties of their bibliographic coupling networks over time, in order to assess whether fragmentation is indeed occurring. We construct networks using both reference overlap and textual similarity. It is shown that the connectivity of reference overlap networks is gradually and steadily declining over time, whilst that of textual similarity networks is stable. Author bibliographic coupling networks also show signs of a decline in connectivity, in the absence of an increasing propensity for collaborations. We speculate that, despite the gradual weakening of ties among historians as mapped by references, new scholarship might be continually integrated through shared vocabularies and narratives. This would support our belief that citations are but one kind of bibliometric data to consider --- perhaps even of secondary importance --- when studying the humanities, while text should play a more prominent role.

Some harm reduction strategies encourage individuals to switch from a harmful addictive good to a less harmful addictive good. This approach is controversial, with advocates claiming it helps switching to a less harmful substance, and opponents claiming it may lead to new substance abuse. This paper builds on theories of addiction to model the introduction of a harm reduction method, and it demonstrates when each side is correct, depending on the enjoyableness of the harm reduction method, the addictiveness of the harm reduction method, and the substitutability with the original addictive good.

The growth of cities, the impacts of climate change and the massive cost of providing new infrastructure provide the impetus for TRUSS (Training in Reducing Uncertainty in Structural Safety), a €3.7 million Marie Skłodowska-Curie Action Innovative Training Network project funded by EU's Horizon 2020 programme, which aims to maximize the potential of infrastructure that already exists (http://trussitn.eu). For that purpose, TRUSS brings together an international, inter-sectoral and multidisciplinary collaboration between five academic and eleven industry institutions from five European countries. The project covers rail and road infrastructure, buildings and energy and marine infrastructure. This paper reports progress in fields such as advanced sensor-based structural health monitoring solutions - unmanned aerial vehicles, optical backscatter reflectometry, monitoring sensors mounted on vehicles, ... - and innovative algorithms for structural designs and short- and long-term assessments of buildings, bridges, pavements, ships, ship unloaders, nuclear components and wind turbine towers that will support infrastructure operators and owners in managing their assets. The purpose of the interview, besides bringing his work to a wider audience of European historians and social scientists, is to reflect on the relationship between academic work and political and ideological activism, and to discuss the problems of subjectivism and the use of individual testimonies in the making of contemporary history. We invited James Green to reflect on those matters, so he could share with us the views of someone who, because of the nature of his work, could not help but deal permanently with such questions. Nesta entrevista, James Green, um importante “brasilianista”, fala-nos sobre o seu interesse pelo história do Brasil, sobre a sua vida como militante cívico e político contra o autoritarismo no Brasil e a favor dos direitos de gays e lésbicas, e ainda sobre a sua carreira e o seu trabalho académico. O objetivo da entrevista, além de levar o seu trabalho a um público mais amplo de historiadores e cientistas sociais europeus, é refletir sobre a relação entre o trabalho académico e o ativismo político e ideológico, e discutir os problemas do subjetivismo e do uso de testemunhos individuais na construção da história contemporânea. Convidámos James Green a refletir sobre esses problemas, para que pudesse compartilhar connosco as opiniões de alguém que, devido à natureza do seu trabalho, não pôde deixar de se confrontar permanentemente com tais questões. L’entretien a pour but de présenter son travail à un public plus large d’historiens et de spécialistes des sciences sociales européens, mais aussi de réfléchir sur le rapport entre travail universitaire et activisme politique et idéologique, et de discuter les problèmes du subjectivisme et de l’usage de témoignages individuels dans la construction de l’histoire contemporaine. AbstractSince the borders of disciplines change over time and vary across communities and geographies, they can be expressed at different levels of granularity, making it challenging to find a broad consensus about the measurement of interdisciplinarity. This study contributes to this debate by proposing a journal specialization index based on the level of repetitiveness of keywords appearing in their articles. Keywords represent one of the most essential items for filtering the vast amount of research available. If chosen correctly, they can help to identify the central concept of the paper and, consequently, to couple it with manuscripts related to the same field or subfield of research. Based on these universally recognized features of article keywords, the study proposes measuring the specialization of a journal by counting the number of times that a keyword is Queryrepeated in a journal on average (Sj). The basic assumption underlying the proposal of a journal specialization index is that the keywords may approximate the article’s topic and that the higher the number of papers in a journal based on a topic, the higher the level of specialization of that journal. The proposed specialization metric is not invulnerable to a set of limitations, among which the most relevant seems to be the lack of a standard practice regarding the number and consistency of keywords appearing in each article.
