Case study methodology allows for the eval- uation of the intervention and influence of Bishop Feliciano de Vega over a five-year period (1634-1639) in the geographical distribution of the clergy of the diocese of La Paz, through permutas and permits for trips and stays. The study assesses clerical mobility, which allowed the prelate to relocate these Indigenous parish priests, and to grant them prolonged absences -inside and outside of the territory-, mainly due to health reasons. A partir de estudios de caso, se valora la intervención e iniciativa del obispo Feliciano de Vega (1634-1639) en la distribución geográfica del clero de la diócesis de La Paz a través de permutas y permisos de ausencia. El artículo analiza los espacios de movilidad que permitieron al prelado reubicar a los doctrineros y autorizar ausencias prolongadas de sus parroquias –principalmente por motivos de salud-, tanto dentro como fuera del obispado.

This paper attempts to expand on the United Nations SDGs definition by leveraging the interrelationship between science and technology. We utilize SDG classification of scientific publications to compile a machine learning (ML) model to classify the SDG relevancy in patent documents, used as a proxy of technology development. The ML model was used to classify a sample of patent families registered in the European Patent Office (EPO). The analysis revealed the extent to which SDGs were addressed in patents. We also performed a case study to identify the offered extension of ML model detection regarding the SDG orientation of patents. In response to global goals and sustainable development initiatives, the findings can advance the identification challenges of science and technology artefacts. Furthermore, we offer input towards the alignment of R&D efforts and patenting strategies as well as measurement and management of their contribution to the realization of SDGs.

Abstract Since the end of its absolute monarchy in 1932, Thailand has been variously described as a “hybrid regime,” “flawed democracy,” and “failed democracy.” Furthermore, its governance system has been identified as “electoral authoritarianism,” ‘hybrid authoritarianism,” “military domination,” and “Thai-style democracy.” Regardless of the analytic lens applied, the history of Thai politics has involved a continuing struggle for control of government between both authoritarian and democratic forces. Following the 2014 military coup d’état, the first election held in 2019 saw the 2014 military coup leader, General Prayuth Chan-o-cha, elected as prime minister. This article assesses the conduct and results of the 2019 election in terms of the general discourse on electoral authoritarianism and as an emerging framing of authoritarian regimes particularly applicable to Southeast Asia—the rise of “sophisticated authoritarianism.” This approach distills and integrates the discourse on electoral authoritarianism to produce a typology that is useful for considering the empirical characteristics of Southeast Asia. The 2019 election offers an opportunity to consider Thailand within this framing and to determine to what extent the military-dominated regime and its holistic manipulation of electoral institutions and processes can be assessed as “sophisticated authoritarianism.” This study demonstrates that Prayuth's election partially demonstrates “sophisticated authoritarianism”; nonetheless, his attempt to depoliticise Thailand and reduce it to a non-political state has met substantial resistance that will likely persist while he remains in power.

Critical debates around automation, wage labour and post-work are brought into conversation with emerging trends in urban political economy around foundational infrastructure, smart cities and platform capitalism. To deliver the socio-economic transformations promised by UBI’s advocates, it is argued that more radical structural interventions in capitalist asset ownership and property relations, alongside democratized state investment in technological development, universal basic services and infrastructure, are necessary counterparts to any sufficient UBI – that is, if we hope to construct new systems of collective coordination capable of contending with complex epidemiological, economic and ecological crises.

Background: Historical ethnobotanical data can provide valuable information about past human-nature relationships as well as serve as a basis for diachronic analysis. This data note aims to present a dataset which documented medicinal plant uses, mentioned in a selection of German-language sources from the 19th century covering the historical regions of Estonia, Livonia, Courland, and Galicia. Methods: Data was mainly obtained by systematic manual search in various relevant historical German-language works focused on the medicinal use of plants. Data about plant and non-plant constituents, their usage, the mode of administration, used plant parts, and their German and local names was extracted and collected into a database in the form of Use Reports.

We consider the aggregate and distributional impact of Universal Basic Income (UBI). We develop a model to study a wide range of UBI programs and financing schemes and to highlight the key mechanisms behind their impact. The most crucial channel is the rise in distortionary taxation (required to fund UBI) on labor force participation. Second in importance is the decline in self-insurance due to the insurance UBI provides, resulting in lower aggregate capital. Third, UBI creates a positive income effect lowering labor force participation. Alternative tax-transfer schemes mitigate the impact on labor force participation and the cost of UBI.

El objetivo de esta investigación consiste en determinar el perfil emprendedor de los microempresarios en México, con el fin de caracterizarlos y encontrar las áreas de oportunidad para mejorar su desempeño. Se utilizó una muestra de 409 microempresarios voluntarios a quienes se les aplicó un cuestionario, con escala de Likert, cuyas respuestas fueron analizadas mediante análisis factorial exploratorio. Los resultados permiten saber que los microempresarios en México cuentan con un perfil emprendedor donde predomina la innovación, creatividad y visión empresarial, así como la búsqueda de actualización en nuevas tecnologías, la asunción de riesgos, la pasión emprendedora y un acercamiento a los enfoques ambiental y social. Las áreas de oportunidad se encuentran en el uso de tecnologías avanzadas de producción y comunicación, para gestionar interna y externamente su empresa, acordes con la cuarta revolución industrial.

AbstractThis paper presents TeknoAssistant, a domain-specific tech mining method for building a problem–solution conceptual network aimed at helping technicians from a particular field to find alternative tools and pathways to implement when confronted with a problem. We evaluate our approach using Natural Language Processing field, and propose a 2-g text mining process adapted for analyzing scientific publications. We rely on a combination of custom indicators with Stanford OpenIE SAO extractor to build a Bernoulli Naïve Bayes classifier which is trained by using domain-specific vocabulary provided by the TeknoAssistant user. The 2-g contained in the abstracts of a scientific publication dataset are classified in either “problem”, “solution” or “none” categories, and a problem–solution network is built, based on the co-occurrence of problems and solutions in the abstracts. We propose a combination of clustering technique, visualization and Social Network Analysis indicators for guiding a hypothetical user in a domain-specific problem solving process.

Case study methodology allows for the eval- uation of the intervention and influence of Bishop Feliciano de Vega over a five-year period (1634-1639) in the geographical distribution of the clergy of the diocese of La Paz, through permutas and permits for trips and stays. The study assesses clerical mobility, which allowed the prelate to relocate these Indigenous parish priests, and to grant them prolonged absences -inside and outside of the territory-, mainly due to health reasons. A partir de estudios de caso, se valora la intervención e iniciativa del obispo Feliciano de Vega (1634-1639) en la distribución geográfica del clero de la diócesis de La Paz a través de permutas y permisos de ausencia. El artículo analiza los espacios de movilidad que permitieron al prelado reubicar a los doctrineros y autorizar ausencias prolongadas de sus parroquias –principalmente por motivos de salud-, tanto dentro como fuera del obispado.

This paper attempts to expand on the United Nations SDGs definition by leveraging the interrelationship between science and technology. We utilize SDG classification of scientific publications to compile a machine learning (ML) model to classify the SDG relevancy in patent documents, used as a proxy of technology development. The ML model was used to classify a sample of patent families registered in the European Patent Office (EPO). The analysis revealed the extent to which SDGs were addressed in patents. We also performed a case study to identify the offered extension of ML model detection regarding the SDG orientation of patents. In response to global goals and sustainable development initiatives, the findings can advance the identification challenges of science and technology artefacts. Furthermore, we offer input towards the alignment of R&D efforts and patenting strategies as well as measurement and management of their contribution to the realization of SDGs.

Abstract Since the end of its absolute monarchy in 1932, Thailand has been variously described as a “hybrid regime,” “flawed democracy,” and “failed democracy.” Furthermore, its governance system has been identified as “electoral authoritarianism,” ‘hybrid authoritarianism,” “military domination,” and “Thai-style democracy.” Regardless of the analytic lens applied, the history of Thai politics has involved a continuing struggle for control of government between both authoritarian and democratic forces. Following the 2014 military coup d’état, the first election held in 2019 saw the 2014 military coup leader, General Prayuth Chan-o-cha, elected as prime minister. This article assesses the conduct and results of the 2019 election in terms of the general discourse on electoral authoritarianism and as an emerging framing of authoritarian regimes particularly applicable to Southeast Asia—the rise of “sophisticated authoritarianism.” This approach distills and integrates the discourse on electoral authoritarianism to produce a typology that is useful for considering the empirical characteristics of Southeast Asia. The 2019 election offers an opportunity to consider Thailand within this framing and to determine to what extent the military-dominated regime and its holistic manipulation of electoral institutions and processes can be assessed as “sophisticated authoritarianism.” This study demonstrates that Prayuth's election partially demonstrates “sophisticated authoritarianism”; nonetheless, his attempt to depoliticise Thailand and reduce it to a non-political state has met substantial resistance that will likely persist while he remains in power.

Critical debates around automation, wage labour and post-work are brought into conversation with emerging trends in urban political economy around foundational infrastructure, smart cities and platform capitalism. To deliver the socio-economic transformations promised by UBI’s advocates, it is argued that more radical structural interventions in capitalist asset ownership and property relations, alongside democratized state investment in technological development, universal basic services and infrastructure, are necessary counterparts to any sufficient UBI – that is, if we hope to construct new systems of collective coordination capable of contending with complex epidemiological, economic and ecological crises.

Background: Historical ethnobotanical data can provide valuable information about past human-nature relationships as well as serve as a basis for diachronic analysis. This data note aims to present a dataset which documented medicinal plant uses, mentioned in a selection of German-language sources from the 19th century covering the historical regions of Estonia, Livonia, Courland, and Galicia. Methods: Data was mainly obtained by systematic manual search in various relevant historical German-language works focused on the medicinal use of plants. Data about plant and non-plant constituents, their usage, the mode of administration, used plant parts, and their German and local names was extracted and collected into a database in the form of Use Reports.

We consider the aggregate and distributional impact of Universal Basic Income (UBI). We develop a model to study a wide range of UBI programs and financing schemes and to highlight the key mechanisms behind their impact. The most crucial channel is the rise in distortionary taxation (required to fund UBI) on labor force participation. Second in importance is the decline in self-insurance due to the insurance UBI provides, resulting in lower aggregate capital. Third, UBI creates a positive income effect lowering labor force participation. Alternative tax-transfer schemes mitigate the impact on labor force participation and the cost of UBI.

El objetivo de esta investigación consiste en determinar el perfil emprendedor de los microempresarios en México, con el fin de caracterizarlos y encontrar las áreas de oportunidad para mejorar su desempeño. Se utilizó una muestra de 409 microempresarios voluntarios a quienes se les aplicó un cuestionario, con escala de Likert, cuyas respuestas fueron analizadas mediante análisis factorial exploratorio. Los resultados permiten saber que los microempresarios en México cuentan con un perfil emprendedor donde predomina la innovación, creatividad y visión empresarial, así como la búsqueda de actualización en nuevas tecnologías, la asunción de riesgos, la pasión emprendedora y un acercamiento a los enfoques ambiental y social. Las áreas de oportunidad se encuentran en el uso de tecnologías avanzadas de producción y comunicación, para gestionar interna y externamente su empresa, acordes con la cuarta revolución industrial.

AbstractThis paper presents TeknoAssistant, a domain-specific tech mining method for building a problem–solution conceptual network aimed at helping technicians from a particular field to find alternative tools and pathways to implement when confronted with a problem. We evaluate our approach using Natural Language Processing field, and propose a 2-g text mining process adapted for analyzing scientific publications. We rely on a combination of custom indicators with Stanford OpenIE SAO extractor to build a Bernoulli Naïve Bayes classifier which is trained by using domain-specific vocabulary provided by the TeknoAssistant user. The 2-g contained in the abstracts of a scientific publication dataset are classified in either “problem”, “solution” or “none” categories, and a problem–solution network is built, based on the co-occurrence of problems and solutions in the abstracts. We propose a combination of clustering technique, visualization and Social Network Analysis indicators for guiding a hypothetical user in a domain-specific problem solving process.
