Cultural property offers a significant yet ambiguous example of the development of global regulatory regimes beyond the State. On the one hand, traditional international law instruments do not seem to ensure an adequate level of protection for cultural heritage; securing such protection requires procedures, norms, and standards produced by global institutions, both public (such as UNESCO) and private (such as the International Council of Museums). On the other hand, a comprehensive global regulatory regime to complement the law of cultural property is still to be achieved. Instead, more regimes are being established, depending on the kind of properties and public interests at stake. Moreover, the huge cultural bias that dominates the debate about cultural property accentuates the “clash of civilizations” that already underlies the debate about global governance. The analysis of the relationship between globalization and cultural property, therefore, sheds light on broader global governance trends and helps highlight the points of weakness and strength in the adoption of administrative law techniques at the global level.

In the meantime, the utilization rate of charging piles is different, and the load of power grid is heavier. In this paper, a charging scheduling strategy is designed considering of the requests of multiple electric vehicles, which schedule in a way of overall parallel. In this charging scheduling strategy, electric vehicles will cost less time and money, the utilization rate of charging piles is more equal, and the power grid has minimum load. According to the charging scheduling strategy, a vehicle charging scheduling model is established based on multi-objective optimization. Technique for order preference by similarity to ideal solution is used to eliminate the dimensions of multiple objectives, and the genetic algorithm is used to solve the model. The simulation results show that the charging scheduling strategy can select appropriate charging stations for electric vehicles and achieve the goal of multi-objective optimization.

The data were analyzed in terms of gaze duration, regression path duration, and regression rate on the two critical regions, head noun, and embedded verb. The results indicated that both the L1 and L2 participants spent less time on the head nouns in ORCs than in SRCs. Also, the L2 participants spent less time on the embedded verbs in ORCs than in SRCs and their regression rate for embedded verbs was generally lower in ORCs than in SRC. The findings showed that the participants experienced less processing difficulty in ORCs than SRCs. These results suggest an ORC preference in L1 and L2 speakers of Chinese, which provides evidence in support of linear distance hypothesis and implies that the syntactic nature of Chinese is at play in the RC processing.

Motivated by this rising issue, researchers have developed many traditional machine learning and deep learning methods to detect hate speech in online social platforms automatically. However, most of these methods have only considered single type textual feature, e.g., term frequency, or using word embeddings. Such approaches neglect the other rich textual information that could be utilized to improve hate speech detection. In this paper, we propose DeepHate, a novel deep learning model that combines multi-faceted text representations such as word embeddings, sentiments, and topical information, to detect hate speech in online social platforms. We conduct extensive experiments and evaluate DeepHate on three large publicly available real-world datasets. Our experiment results show that DeepHate outperforms the state-of-the-art baselines on the hate speech detection task. We also perform case studies to provide insights into the salient features that best aid in detecting hate speech in online social platforms. The analysis of enounciative subjectivity in Fatou Diome’s works allows us to focus on the contemporary French-Parisian literary landscape, and on the strategies of locating African writers, or of African descent, within the field. The use of stereotypes about the African writer, and of the exotic discourse emanating from the doxa, reveal that contemporary authors are forced to develop discursive and media strategies to negotiate a place of legitimacy in the French literary field that overlaps partly with the Francophone and worldwide field, but whose objectives and the public reception are not always shared. Fatou Diome’s case study enables discursive analysis on rhetorical ethè, and on how she manages the fictional and mediatical “I”. But it also sheds light on the use of “us” in her pamphlet Marianne porte plainte! that may refer to different communities. The identification of effective positions taken on by the author will then enable us to appreciate the potential for transformation with regard to the consecration and canonisation processes governed by the “center” institutions. The “African” character attributed to both authors and literary productions is the main issue. It remains to be seen whether and how writers who claim literary autonomy are willing to play the “difference” card to satisfy the public who is structurally close to the dominant discourse. However, the existing target detection models still have some technical problems such as incomplete detection and low accuracy. Therefore, this paper proposes a target detection algorithm based on V3 model to detect occluded targets. This paper makes an in-depth investigation and Research on the existing target detection model, analyzes the shortcomings of the current traditional target detection model through the test results, and the advantages of the network detection model based on YOLOv3 in target detection. Aiming at the main problems existing in the current detection technology, this paper puts forward the optimization and improvement scheme. By reconstructing the whole framework of multi-target tracking algorithm, optimizing the feature fusion algorithm, and improving the NMS algorithm, the scheme greatly improves the accuracy of detecting the occluded objects. The simulation results show that the improved scheme can improve the accuracy by 12.3% compared with the traditional scheme. The analysis shows that the target detection model based on YOLOv3 network can effectively improve the detection accuracy of the model.

The enhancement of national history is constantly progress through educational system starting from primary school to university level. The consciousness of national history is the foundation for the unity of the people and country development. Though, from time to time, the status quo starts to face the challenges and disputes which began with small scale and got bigger. This could trigger a national issue. Thus, this study focus on the date of Independence Day amongst Sarawak citizens. As one of the states that form the Federation of Malaysia in 1963, the history of Sarawak as a separate nation with the history of Malaysia has been detected. The consciousness of Merdeka Day for Sarawakian is more to refer to the establishment of the federation rather than the date of August 31, 1957 as the day of independent. To add, this research is to identify the level of consciousness in revising the national history amongst Sarawakian. This study also delves the understanding of “Merdeka” from Sarawakians’ point of view and discuss whether the nation history is proportionate for the Sarawakian. For the methodology, this study applies quantitative and qualitative approaches, a concurrent triangulation mixed method design. The phases of data collection are two including surveys and focus group discussions. Generally, the result shows that the Sarawakian have a new consciousness of the national history. Annotated data is prerequisite for many NLP applications. Acquiring large-scale annotated corpora is a major bottleneck, requiring significant time and resources. Recent work has proposed turning annotation into a game to increase its appeal and lower its cost; however, current games are largely text-based and closely resemble traditional annotation tasks. We propose a new linguistic annotation paradigm that produces annotations from playing graphical video games. The effectiveness of this design is demonstrated using two video games: one to create a mapping from WordNet senses to images, and a second game that performs Word Sense Disambiguation. Both games produce accurate results. The first game yields annotation quality equal to that of experts and a cost reduction of 73% over equivalent crowdsourcing; the second game provides a 16.3% improvement in accuracy over current state-of-the-art sense disambiguation games with WordNet.

Cultural property offers a significant yet ambiguous example of the development of global regulatory regimes beyond the State. On the one hand, traditional international law instruments do not seem to ensure an adequate level of protection for cultural heritage; securing such protection requires procedures, norms, and standards produced by global institutions, both public (such as UNESCO) and private (such as the International Council of Museums). On the other hand, a comprehensive global regulatory regime to complement the law of cultural property is still to be achieved. Instead, more regimes are being established, depending on the kind of properties and public interests at stake. Moreover, the huge cultural bias that dominates the debate about cultural property accentuates the “clash of civilizations” that already underlies the debate about global governance. The analysis of the relationship between globalization and cultural property, therefore, sheds light on broader global governance trends and helps highlight the points of weakness and strength in the adoption of administrative law techniques at the global level.

In the meantime, the utilization rate of charging piles is different, and the load of power grid is heavier. In this paper, a charging scheduling strategy is designed considering of the requests of multiple electric vehicles, which schedule in a way of overall parallel. In this charging scheduling strategy, electric vehicles will cost less time and money, the utilization rate of charging piles is more equal, and the power grid has minimum load. According to the charging scheduling strategy, a vehicle charging scheduling model is established based on multi-objective optimization. Technique for order preference by similarity to ideal solution is used to eliminate the dimensions of multiple objectives, and the genetic algorithm is used to solve the model. The simulation results show that the charging scheduling strategy can select appropriate charging stations for electric vehicles and achieve the goal of multi-objective optimization.

The data were analyzed in terms of gaze duration, regression path duration, and regression rate on the two critical regions, head noun, and embedded verb. The results indicated that both the L1 and L2 participants spent less time on the head nouns in ORCs than in SRCs. Also, the L2 participants spent less time on the embedded verbs in ORCs than in SRCs and their regression rate for embedded verbs was generally lower in ORCs than in SRC. The findings showed that the participants experienced less processing difficulty in ORCs than SRCs. These results suggest an ORC preference in L1 and L2 speakers of Chinese, which provides evidence in support of linear distance hypothesis and implies that the syntactic nature of Chinese is at play in the RC processing.

Motivated by this rising issue, researchers have developed many traditional machine learning and deep learning methods to detect hate speech in online social platforms automatically. However, most of these methods have only considered single type textual feature, e.g., term frequency, or using word embeddings. Such approaches neglect the other rich textual information that could be utilized to improve hate speech detection. In this paper, we propose DeepHate, a novel deep learning model that combines multi-faceted text representations such as word embeddings, sentiments, and topical information, to detect hate speech in online social platforms. We conduct extensive experiments and evaluate DeepHate on three large publicly available real-world datasets. Our experiment results show that DeepHate outperforms the state-of-the-art baselines on the hate speech detection task. We also perform case studies to provide insights into the salient features that best aid in detecting hate speech in online social platforms. The analysis of enounciative subjectivity in Fatou Diome’s works allows us to focus on the contemporary French-Parisian literary landscape, and on the strategies of locating African writers, or of African descent, within the field. The use of stereotypes about the African writer, and of the exotic discourse emanating from the doxa, reveal that contemporary authors are forced to develop discursive and media strategies to negotiate a place of legitimacy in the French literary field that overlaps partly with the Francophone and worldwide field, but whose objectives and the public reception are not always shared. Fatou Diome’s case study enables discursive analysis on rhetorical ethè, and on how she manages the fictional and mediatical “I”. But it also sheds light on the use of “us” in her pamphlet Marianne porte plainte! that may refer to different communities. The identification of effective positions taken on by the author will then enable us to appreciate the potential for transformation with regard to the consecration and canonisation processes governed by the “center” institutions. The “African” character attributed to both authors and literary productions is the main issue. It remains to be seen whether and how writers who claim literary autonomy are willing to play the “difference” card to satisfy the public who is structurally close to the dominant discourse. However, the existing target detection models still have some technical problems such as incomplete detection and low accuracy. Therefore, this paper proposes a target detection algorithm based on V3 model to detect occluded targets. This paper makes an in-depth investigation and Research on the existing target detection model, analyzes the shortcomings of the current traditional target detection model through the test results, and the advantages of the network detection model based on YOLOv3 in target detection. Aiming at the main problems existing in the current detection technology, this paper puts forward the optimization and improvement scheme. By reconstructing the whole framework of multi-target tracking algorithm, optimizing the feature fusion algorithm, and improving the NMS algorithm, the scheme greatly improves the accuracy of detecting the occluded objects. The simulation results show that the improved scheme can improve the accuracy by 12.3% compared with the traditional scheme. The analysis shows that the target detection model based on YOLOv3 network can effectively improve the detection accuracy of the model.

The enhancement of national history is constantly progress through educational system starting from primary school to university level. The consciousness of national history is the foundation for the unity of the people and country development. Though, from time to time, the status quo starts to face the challenges and disputes which began with small scale and got bigger. This could trigger a national issue. Thus, this study focus on the date of Independence Day amongst Sarawak citizens. As one of the states that form the Federation of Malaysia in 1963, the history of Sarawak as a separate nation with the history of Malaysia has been detected. The consciousness of Merdeka Day for Sarawakian is more to refer to the establishment of the federation rather than the date of August 31, 1957 as the day of independent. To add, this research is to identify the level of consciousness in revising the national history amongst Sarawakian. This study also delves the understanding of “Merdeka” from Sarawakians’ point of view and discuss whether the nation history is proportionate for the Sarawakian. For the methodology, this study applies quantitative and qualitative approaches, a concurrent triangulation mixed method design. The phases of data collection are two including surveys and focus group discussions. Generally, the result shows that the Sarawakian have a new consciousness of the national history. Annotated data is prerequisite for many NLP applications. Acquiring large-scale annotated corpora is a major bottleneck, requiring significant time and resources. Recent work has proposed turning annotation into a game to increase its appeal and lower its cost; however, current games are largely text-based and closely resemble traditional annotation tasks. We propose a new linguistic annotation paradigm that produces annotations from playing graphical video games. The effectiveness of this design is demonstrated using two video games: one to create a mapping from WordNet senses to images, and a second game that performs Word Sense Disambiguation. Both games produce accurate results. The first game yields annotation quality equal to that of experts and a cost reduction of 73% over equivalent crowdsourcing; the second game provides a 16.3% improvement in accuracy over current state-of-the-art sense disambiguation games with WordNet.
