L’administration de la vicomté de Limoges par Arthur II de Bretagne, qui l’avait acquise par mariage en 1275, et par ses successeurs n’a, jusqu’ici, pas été sérieusement étudiée. La découverte de quelques rares témoignages financiers datant du règne de Charles de Blois et de Jeanne de Penthièvre, duc et duchesse de Bretagne (1341-1364) et vicomte et vicomtesse de Limoges à partir de 1343, nous permet d’examiner en détail comment la vicomté était gouvernée et quelles ressources elle offrait à ses souverains. Un compte du receveur de Charles de Blois à Limoges pour la période 1344-1347 et les comptes du prévôt de la châtellenie de Ségur-le-Château pour 1345-1346, qui sont parmi les plus anciens témoignages de ce genre pour la vicomté, illustrent les développements sociaux, économiques et militaires connus par celle-ci alors que Limoges s’impliquait de plus en plus dans la succession contestée du duché de Bretagne (après la mort de Jean III en 1341), mais aussi dans le conflit plus général qui allait engloutir l’ouest de la France dans la première phase de la guerre de Cent Ans. Une édition des comptes de Ségur est annexée à l’étude. The administration of the viscounty of Limoges by Arthur II of Brittany, who had acquired it by marriage in 1275, and his successors has not been seriously studied. The discovery of some rare financial evidence dating to the reign of Charles de Blois and Jeanne de Penthievre, duke and duchess of Brittany (1341-1364), and viscount and viscountess of Limoges from 1343 onwards, allows us to examine in some detail how the viscounty was governed and what resources it offered its rulers. An account of the receiver of Charles de Blois in Limoges for the period 1344-1347 and the accounts of the provost of the castellany of Segur-le-Chateau for 1345-1346, amongst the earliest such records surviving for the viscounty, illustrate social, economic and military developments as Limoges became more and more involved not only in the disputed succession to the duchy of Brittany (following the death of John III in 1341) but also the more general conflict that would engulf western France in the first phase of the Hundred Years War. An edition of the Segur accounts is appended to the study.

While it is well accepted that Bantu languages spread from their homeland (Cameroon/Nigeria) approximately 5000 years ago (ya), there is no consensus about the timing and geographical routes underlying this expansion. Two main models of Bantu expansion have been suggested: The 'early-split' model claims that the most recent ancestor of Eastern languages expanded north of the rainforest towards the Great Lakes region approximately 4000 ya, while the 'late-split' model proposes that Eastern languages diversified from Western languages south of the rainforest approximately 2000 ya. Furthermore, it is unclear whether the language dispersal was coupled with the movement of people, raising the question of language shift versus demic diffusion. We use a novel approach taking into account both the spatial and temporal predictions of the two models and formally test these predictions with linguistic and genetic data. Our results show evidence for a demic diffusion in the genetic data, which is confirmed by the correlations between genetic and linguistic distances. While there is little support for the early-split model, the late-split model shows a relatively good fit to the data. Our analyses demonstrate that subsequent contact among languages/populations strongly affected the signal of the initial migration via isolation by distance. International audience

Since combustion is an easy way to achieve large quantities of energy from a small volume, we developed a MEMS based solid propellant microthruster array for small spacecraft and micro-air-vehicle applications. A thruster is composed of a fuel chamber layer, a top-side igniter with a micromachined nozzle in the same silicon layer. Layers are assembled by adhesive bonding to give final MEMS array. The thrust force is generated by the combustion of propellant stored in a few millimeter cube chamber. The micro-igniter is a polysilicon resistor deposited on a low stress SiO2/SiNx thin membrane to ensure a good heat transfer to the propellant and thus a low electric power consumption. A large range of thrust force is obtained simply by varying chamber and nozzle geometry parameters in one step of Deep Reactive Ion Etching (DRIE). Experimental tests of ignition and combustion employing home made (DB+x% BP) propellant composed of a Double-Base and Black-Powder. A temperature of 250 therefore degrees C, enough to propellant initiation, is reached for 40 mW of electric power. A combustion rate of about 3.4 mm/s is measured for DB+20% BP propellant and thrust ranges between 0.1 and 3,5 mN are obtained for BP ratio between 10% and 30% using a microthruster of 100 mu m of throat wide.

It is a challenge to develop a speech recognizer that can handle the kind of lexicons encountered in an automatic attendant or car navigation application. Such lexicons can contain several 100K entries, mainly proper names. Many of these names are of a foreign origin, and native speakers can pronounce them in different ways, ranging from a completely nativized to a completely foreignized pronunciation. In this paper we propose a method that tries to deal with the observed pronunciation variability by introducing the concept of a foreignizable phoneme, and by combining standard acoustic models with a phonologically inspired back-off acoustic model. The main advantage of the approach is that it does not require any foreign phoneme models nor foreign speech data. For the recognition of English names by means of Dutch acoustic models, we obtained a reduction of the word error rate by more than 10% relative.

Much like for other associations, lists of magistrates (fasti) and members (alba) of the association of the * Augustales are preserved, yet research on hierarchies of the (associations of the) * Augustales is virtually non-existent. This paper is an attempt to partially remedy this, based on a limited corpus of exceptional inscriptions from Ostia, Liternum and Trebula Suffenas. More specifically, it is an attempt to trace what this may have meant for individual members of the association (listed in alba) or magistrates in office (listed in fasti), and how these texts help to contextualise their position. I will focus on three questions : (1) Which inscriptions can be considered as alba and fasti of the * Augustales (and why) ? (2) What do (sometimes problematic) titles and positions mentioned in these inscription tell us – or not tell us – concerning hierarchy among the * Augustales and their interaction with the city council ? This paper studies the impact of machine translation (MT) on the translation workflow at the Directorate-General for Translation (DGT), focusing on two language pairs and two MT paradigms: English-into-French with statistical MT and English-into-Finnish with neural MT. We collected data from 20 professional translators at DGT while they carried out real translation tasks in normal working conditions. The participants enabled/disabled MT for half of the segments in each document. They filled in a survey at the end of the logging period. We measured the productivity gains (or losses) resulting from the use of MT and examined the relationship between technical effort and temporal effort. The results show that while the usage of MT leads to productivity gains on average, this is not the case for all translators. Moreover, the two technical effort indicators used in this study show weak correlations with post-editing time. The translators&rsquo perception of their speed gains was more or less in line with the actual results. Reduction of typing effort is the most frequently mentioned reason why participants preferred working with MT, but also the psychological benefits of not having to start from scratch were often mentioned.

Although MRI was considered as an elegant scanning technique, readily available in most hospitals, it was later found that using a non-optimized imaging protocol may result in unacceptable deviations in the obtained dose distribution. Although most medical physicists have an understanding of the basic principles of magnetic resonance imaging (MRI), the optimization of quantitative imaging sequences and protocols is often perceived as the work of MRI experts. In this paper, we aim at providing the reader with some easy guidelines in how to obtain reliable quantitative MRI maps.

Military collaboration in Belgium during World War II, Bruno de WeverFinding concrete information about military collaboration in the countries occupied by Germany during WWII is not easy because of the masses of apologetic and purely military literature. Good quality, scholarly publications are not available. This article presents a survey of Belgium. The country had 42,000 military collaborators, but there was no 'Belgian' military collaboration as such because, for political reasons only, Walloon and Flemish (para) military organizations were formed. The Walloon military collaboration served the ambitions of the Rex-leader, Léon Degrelle. He pushed the Walloon Legion into the Waffen-SS and made the Rexist paramilitary organizations part of the SS-complex. In Flanders, military collaboration was dominated by the rivalry between the Flemish-nationalist Flemish National League (VNV) and the GreaterGermanic and SS-orientated German-Flemish Labour organization. After the incorporation of the Flemish Legion into the Waffen-SS, the VNV gambled on the paramilitary organizations under its supposed political control. It lost its influence with the integration of these organizations into the German Army and the Waffen-SS.

L’administration de la vicomté de Limoges par Arthur II de Bretagne, qui l’avait acquise par mariage en 1275, et par ses successeurs n’a, jusqu’ici, pas été sérieusement étudiée. La découverte de quelques rares témoignages financiers datant du règne de Charles de Blois et de Jeanne de Penthièvre, duc et duchesse de Bretagne (1341-1364) et vicomte et vicomtesse de Limoges à partir de 1343, nous permet d’examiner en détail comment la vicomté était gouvernée et quelles ressources elle offrait à ses souverains. Un compte du receveur de Charles de Blois à Limoges pour la période 1344-1347 et les comptes du prévôt de la châtellenie de Ségur-le-Château pour 1345-1346, qui sont parmi les plus anciens témoignages de ce genre pour la vicomté, illustrent les développements sociaux, économiques et militaires connus par celle-ci alors que Limoges s’impliquait de plus en plus dans la succession contestée du duché de Bretagne (après la mort de Jean III en 1341), mais aussi dans le conflit plus général qui allait engloutir l’ouest de la France dans la première phase de la guerre de Cent Ans. Une édition des comptes de Ségur est annexée à l’étude. The administration of the viscounty of Limoges by Arthur II of Brittany, who had acquired it by marriage in 1275, and his successors has not been seriously studied. The discovery of some rare financial evidence dating to the reign of Charles de Blois and Jeanne de Penthievre, duke and duchess of Brittany (1341-1364), and viscount and viscountess of Limoges from 1343 onwards, allows us to examine in some detail how the viscounty was governed and what resources it offered its rulers. An account of the receiver of Charles de Blois in Limoges for the period 1344-1347 and the accounts of the provost of the castellany of Segur-le-Chateau for 1345-1346, amongst the earliest such records surviving for the viscounty, illustrate social, economic and military developments as Limoges became more and more involved not only in the disputed succession to the duchy of Brittany (following the death of John III in 1341) but also the more general conflict that would engulf western France in the first phase of the Hundred Years War. An edition of the Segur accounts is appended to the study.

While it is well accepted that Bantu languages spread from their homeland (Cameroon/Nigeria) approximately 5000 years ago (ya), there is no consensus about the timing and geographical routes underlying this expansion. Two main models of Bantu expansion have been suggested: The 'early-split' model claims that the most recent ancestor of Eastern languages expanded north of the rainforest towards the Great Lakes region approximately 4000 ya, while the 'late-split' model proposes that Eastern languages diversified from Western languages south of the rainforest approximately 2000 ya. Furthermore, it is unclear whether the language dispersal was coupled with the movement of people, raising the question of language shift versus demic diffusion. We use a novel approach taking into account both the spatial and temporal predictions of the two models and formally test these predictions with linguistic and genetic data. Our results show evidence for a demic diffusion in the genetic data, which is confirmed by the correlations between genetic and linguistic distances. While there is little support for the early-split model, the late-split model shows a relatively good fit to the data. Our analyses demonstrate that subsequent contact among languages/populations strongly affected the signal of the initial migration via isolation by distance. International audience

Since combustion is an easy way to achieve large quantities of energy from a small volume, we developed a MEMS based solid propellant microthruster array for small spacecraft and micro-air-vehicle applications. A thruster is composed of a fuel chamber layer, a top-side igniter with a micromachined nozzle in the same silicon layer. Layers are assembled by adhesive bonding to give final MEMS array. The thrust force is generated by the combustion of propellant stored in a few millimeter cube chamber. The micro-igniter is a polysilicon resistor deposited on a low stress SiO2/SiNx thin membrane to ensure a good heat transfer to the propellant and thus a low electric power consumption. A large range of thrust force is obtained simply by varying chamber and nozzle geometry parameters in one step of Deep Reactive Ion Etching (DRIE). Experimental tests of ignition and combustion employing home made (DB+x% BP) propellant composed of a Double-Base and Black-Powder. A temperature of 250 therefore degrees C, enough to propellant initiation, is reached for 40 mW of electric power. A combustion rate of about 3.4 mm/s is measured for DB+20% BP propellant and thrust ranges between 0.1 and 3,5 mN are obtained for BP ratio between 10% and 30% using a microthruster of 100 mu m of throat wide.

It is a challenge to develop a speech recognizer that can handle the kind of lexicons encountered in an automatic attendant or car navigation application. Such lexicons can contain several 100K entries, mainly proper names. Many of these names are of a foreign origin, and native speakers can pronounce them in different ways, ranging from a completely nativized to a completely foreignized pronunciation. In this paper we propose a method that tries to deal with the observed pronunciation variability by introducing the concept of a foreignizable phoneme, and by combining standard acoustic models with a phonologically inspired back-off acoustic model. The main advantage of the approach is that it does not require any foreign phoneme models nor foreign speech data. For the recognition of English names by means of Dutch acoustic models, we obtained a reduction of the word error rate by more than 10% relative.

Much like for other associations, lists of magistrates (fasti) and members (alba) of the association of the * Augustales are preserved, yet research on hierarchies of the (associations of the) * Augustales is virtually non-existent. This paper is an attempt to partially remedy this, based on a limited corpus of exceptional inscriptions from Ostia, Liternum and Trebula Suffenas. More specifically, it is an attempt to trace what this may have meant for individual members of the association (listed in alba) or magistrates in office (listed in fasti), and how these texts help to contextualise their position. This paper studies the impact of machine translation (MT) on the translation workflow at the Directorate-General for Translation (DGT), focusing on two language pairs and two MT paradigms: English-into-French with statistical MT and English-into-Finnish with neural MT. We collected data from 20 professional translators at DGT while they carried out real translation tasks in normal working conditions. The participants enabled/disabled MT for half of the segments in each document. They filled in a survey at the end of the logging period. We measured the productivity gains (or losses) resulting from the use of MT and examined the relationship between technical effort and temporal effort. The results show that while the usage of MT leads to productivity gains on average, this is not the case for all translators. Moreover, the two technical effort indicators used in this study show weak correlations with post-editing time. The translators&rsquo perception of their speed gains was more or less in line with the actual results. Reduction of typing effort is the most frequently mentioned reason why participants preferred working with MT, but also the psychological benefits of not having to start from scratch were often mentioned.

Although MRI was considered as an elegant scanning technique, readily available in most hospitals, it was later found that using a non-optimized imaging protocol may result in unacceptable deviations in the obtained dose distribution. Although most medical physicists have an understanding of the basic principles of magnetic resonance imaging (MRI), the optimization of quantitative imaging sequences and protocols is often perceived as the work of MRI experts. In this paper, we aim at providing the reader with some easy guidelines in how to obtain reliable quantitative MRI maps.

Military collaboration in Belgium during World War II, Bruno de WeverFinding concrete information about military collaboration in the countries occupied by Germany during WWII is not easy because of the masses of apologetic and purely military literature. Good quality, scholarly publications are not available. This article presents a survey of Belgium. The country had 42,000 military collaborators, but there was no 'Belgian' military collaboration as such because, for political reasons only, Walloon and Flemish (para) military organizations were formed. The Walloon military collaboration served the ambitions of the Rex-leader, Léon Degrelle. He pushed the Walloon Legion into the Waffen-SS and made the Rexist paramilitary organizations part of the SS-complex. In Flanders, military collaboration was dominated by the rivalry between the Flemish-nationalist Flemish National League (VNV) and the GreaterGermanic and SS-orientated German-Flemish Labour organization. After the incorporation of the Flemish Legion into the Waffen-SS, the VNV gambled on the paramilitary organizations under its supposed political control. It lost its influence with the integration of these organizations into the German Army and the Waffen-SS.
